Within the framework of the Public Investment Budget 2021, the Mayor of the Buea Council,
Contracting Authority, hereby launches an Open National Invitation to tender by emergency procedure for THE REHABILITATION OF ROAD FROM IKUNDI STREET
JUNCTION THROUGH BABUTI TO AFOSI JUNCTION
The works comprise the following:
Cleaning,
Grading and leveling of road platform
Fill from borrow pit,
Compaction of road platform
Concreting of road
Construction of gutters
Cleaning of structures,
The estimated cost after preliminary studies is Twenty seven million (27 000 000) FCFA ail taxes inclusive
The work is in a single (01) Lot as follows:

Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such should reach the office of the Private Secretary to the Mayor of Buea

The maximum execution deadline provided for by the Contracting Authority shall be as follows: Three (03) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first‑
rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 1I of the tender file, of an amount of Five hundred and Forty thousand (540,000) Francs CFA and valid for Thirty (30) days beyond the date of validity
of bids
Each bidder must include in his/her administrative documents a bid bond issued by a first
rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an
amount of: Five hundred and forty thousand (540,000) Francs CFA with a val idity period of ninety (90) days from the date the bids are opened_
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shah lead to outright rejection of the bid without any possibility of appeal.
The bids shall be opened in a single (01) phase on the 16/042021 local
time by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Any bid not meeting with the requirements of the Tender File will be declared inadmissible.
A. ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
- Non-conformity of an administrative file 48h alter the deadline prescribed by the regulation;
- Execution time greater than that prescribed in the Tender that is 3 months
- ·:• False statement or Falsified documents in the Tender Files;
- Omission in the financial offer of a quantified unit price
- ·:• Presence on MINMAP's Iist of Enterprises which abandoned the execution of contracts;
- Technical marks less than 70%
- Absence of bid bond or false bid bond;
- Absence of attestation of site visit signed by the Mayor of the Buea Council

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
