In the framework of increasing the storage capacity in liquid petroleum products, the General Manager of the Cameroon Petroleum Depots Company hereby launches a restricted national invitation to tender in relation to the mastery work for the construction of two (02) tanks of 6500m3 each and the revamping of the fire defense system, pump product and the lorry loading post partially executed at Mboppi Douala
The work to be performed under this Tender includes the following tasks according to the tender document especially:
The estimated cost at the end of the feasibility studies shall be FCFA 237 690 000 (Two hundred and thirty seven million six hundred and ninety thousand F CFA) TTC.
The work of the present tender shall be in one (01) lot.

The work, object of this tender shall be financed by the budget of 2021 on the budgetary line CO101.

RESTRICTED NATIONAL INVITATION TO TENDER N°010/AONR/DG/DTEC/SDPEST/SPE/CIPM-SCDP/2021 OF13/04/2021 IN RELATION TO THE MASTERY WORK FOR THE CONSTRUCTION OF TWO (02) TANKS OF 6500m3 EACH AND THE REVAMPING OF THE FIRE DEFENSE SYSTEM, PUMP PRODUCT AND THE LORRY LOADING POST PARTIALLY EXECUTED AT THE MBOPPI DEPOT.

The maximum execution deadline provided by the Contracting Authority shall be Twelve (12) months.
Under pain of rejection, each bidder must include in his administrative documents, a bid bond established by a first-class bank accredited by the Minister of Finance and must figure in Exhibit 12 of this tender document and valid for thirty (30) days beyond the original expiry date of the offer, an amount of Four million seven hundred and fifty thousand (4 750 000).
It should include a handwritten statement jointly committing the said establishment under Article 14 of the OHADA Uniform Act revised organizing of Sureties.
For domestically owned and domiciled SMEs, the bid bond may be replaced by a legal mortgage.
On pain of rejection, the other administrative documents required must be produced in originals or certified true copies by the issuing service or an administrative authority, in accordance with the stipulations of the Particular Regulations of the Tender document.
They must be dated less than three (03) months before the original date of submission of tenders or have been established after the date of signature of the Invitation to Tender.
In case of a grouping, the one needed for this tender is the solidary type. Each member of the grouping shall have to produce his administrative document. However, the bank statement, provisional bid bond, receipt for the acquisition f the tender document shall be produced only by the representative of the grouping.
Any incomplete tender in accordance with the requirements of the Tender File shall be declared inadmissible, especially the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance.
The opening shall be done in two phases.
The opening of the administrative and technical offers shall be done first followed by the opeing of the financial bids of the bidders who obtained the required technical score.
The opening of the administrative and technical tenders shall be done on the 30/04/2021 à 10h00 min local time, by the Internal Tenders Board of the CPDC in Douala. Only the biddrs can assist in the opening or can be represented by a duly authorized person of their choice who has a perfect mastery of the file.
The opening of the financial tenders shall be done after the validation of the analysis report of the technical tenders by the Internal Tenders Board and shall concern only the bidders who have had the technical minimal score of 80 points/100.

Selection method of consultant
The minimum technical score (St) required is 0.8 or 75 points /100.
The formula used to establish the financial scores is as follows: Sf = 100 x (Fm/Fp)
Sf being the financial score, Fm the lowest bid and Fp the amount of the proposal considered.
The respective points awarded to the technical and financial proposals are T = 0.7 and F = 0.3.
The total score is then: ST = 0.7St + 0.3Sf
The contract shall be awarded to the bidder with the lowest bid and fulfilling the technical and financial capacities required resulting from the Essential or Eliminatory criteria in accordance with Article 50 para 1 (b) of Decree No. 2018 / 355 of 12 June 2018 laying down common rules applicable to the public contracts of Public Companies.
Bidders remain committed to their bids for ninety (90) days from the deadline for submission of bids.

Site Visit
A site visit shall be necessary for each candidate upon the publication of this tender. Upon the diligence of the engineer of the project, an attestation shall be delivered signed by the engineer of the contract.
