Purpose of the call for tender The Director General of the Cameroon Civil Aviation Authority, owner, launches an Open National Call for tenders for the surveillance and security of the CCAA headquarters, the DG, DGA residences and the premises of its representations in Douala - Maroua - N'Gaoundere - Bertoua ­Batouri - Bafoussam - Bamenda - Koutaba - Kribi - Monté - Tiko for the financial year 2017.

1. To their safety through the prevention, deterrence and containment of ail dangerous activities of man against others, infrastructure and equipment;

2. To the safety of users and staff in their employ, whose professional performance depends on the said infrastructures,

B- To control the premises, the entry and exit movements of users, staff, cars and all equipment belonging to the CCAA, day and night These benefits are divided into four (04) lots as follows;

LOT 1: Monitoring and security of the premises housing HEADQUARTERS, Residence DG, Residence DGA AND THE REPRESENTATION OF THE CCAA IN DOUALA;

Lot 2: Surveillance and security of the premises housing the airports of Maroua - N'Gaoundéré ;

Lot 3: Surveillance and security of the premises housing the airports of Bertoua - Batouri;

Lot 4: Supervision and security of the premises housing the airports of BAFOUSSAM - BAMENDA - KOUTABA;

Lot 5: Supervision and security of the premises housing the airports of KRIBI - MANFE - TIKO

Participation in this National Competitive Bidding is open on equal terms to Cameroonian firms specializing in the supervision and securing of premises and having an agreement signed by the President of the Republic of Cameroon.

The services, subject of this Open National Call for Bids are financed by the Budget of the Cameroon Civil Aviation Authority, Fiscal Year 2017.

The services referred to above shall be affected within ten (10) months from the date of notification of the start-up service order.

Bids must be accompanied by tender bonds, the amounts of which are indicated below, issued by a bank of the first order approved by the Ministry in charge of Finance. This deposit shall be valid for one hundred and twenty (120) days from the date of submission of the tenders.

• Lot 1: 600,000 (Six hundred thousand) CFA francs;
• Lot 2: 300,000 (three hundred thousand) CFA francs;
• Lot 3: 150,000 (one hundred and fifty thousand) CFA francs;
• Lot 4: 400,000 (Four hundred thousand) CFA francs;
• Lot 5: 250,000 (Two Hundred and Fifty Thousand) CFA Francs

Each tender must attach to his required administrative documents a tender security of an amount corresponding to the lot applied for. Under penalty of rejection, the required administrative documents, including tender bonds, must be produced in original or certified copies by the competent authority of the administrations concerned. They must be dated less thon three (03) months.

The tenders will be opened at the same time on the same date as the deadline for submission of tenders: by the CCAA's Internai Procurement Committee at 16 FEV 2017 on 2 pm the day of 2017, in the conference room of the said institution located at the All Base 101 of Yaoundé.

Only tenderers may attend this opening session or be represented by a person of their choice who has full knowledge of the file.

The evaluation of the tenders will be based on the following detailed criteria for the elimination and essentiel criteria.

13.1 Elimination Criteria

• Falsified or taise statements;

•  Incomplete or non-compliant records;

• Absence of a copy of the professional liability insurance contracta
• Absence of approval signed by the President of the Republic of Cameroon:
• Absence of an emergency call device;

•  Mobilization of the same personnel for more thon one lot
•  Technical note iess thon 70% point

13.2 Essential Criteria

lt will be carried out on the basis of the following essentiel criteria:

• General presentation of the offer (05 points):

•  Professional references (20 points):

• Human resources: operational personnel (30 points);
• Human resources: management personnel (15 points)
• Logistical and technical resources (30 points)

The detailed evaluation grid for technical offers is presented in Exhibit N° 11

 Method of selecting the consultant

The consultant will be selected by the Quality and Cost Selection Method (SFQC). Each compilant proposai is awarded a technical score (ST), the minimum score required is 70 points out of 100. The financial offer will be evaluated on 100 points. The lowest-priced corrected financial offer will receive ail points and the others will be marked according to the following formula:

• SF = 100 x Fm / F, where SF is the financial score;
• Fm the lowest bid;

• F the amount of the proposal under consideration.                                                                                                            The overall technical-financial score will be determined by a weighting between the technical note and the financial note according to the following formula:

• • Overall rating Ng = 0.70 St + 0.30 Sf
  • St = Technical Note
  • Sf = Financial Note

        o Ng = Overall Rating.

The General Manager of the CCAA Client will award the order letters to the tenderer (s) whose bid has been recognized as compliant with this tender dossier and who has submitted the tender evaluated on Better said.

A tenderer may apply for ail the lots but can not be awarded more than two (02) lots.

NB: with equal competence in one or more lots, the contract will be awarded to the tenderer (s) holding a security clearance issued by the CCAA

Tenderers shall remain bound by their tenders for a period of ninety (90) days from the date of the opening of tenders.

 Conformity of tenders

Any tender that does net compiy with the requirements of the Bidding Documents will be declared inadmissible.
