OPEN NATIONAL INVITATION TO TENDERS N° 088/ONIT/PAD/ITB-SSC/2021 OF 09-04-2021 IN EMERGENCY FOR THE COLLECTION, TRANSPORTATION AND TREATMENT OF SOLID WASTE IN THE PORT AREA OF DOUALA-BONABÉRI

1.Objet New(Additif)

The General Manager of the Port Authority of Douala launches in emergency an Open National Invitation to Tenders for the collection, transportation and treatment of solid waste in the port area of Douala-Bonabéri

2.Consistance des prestations New(Additif)

The operations consist of:
- The provision of waste containers;
- The removal of containers (collection, transport and treatment of waste according to their nature);
- Treatment of infectious risk waste;
- Treatment of hazardous waste;
- Disinfection of containers;
- Cleaning of the intervention area

Details are given in the Terms of Reference, Exhibit 4.

3.Cout Prévisionnel New(Additif)

The provisional amount is CFA 150 000 000 (one hundred and fifty million) including Taxes in Cameroon.

4.Participation et origine New(Additif)

Participation in this invitation to tender is open to all companies specialized in the field

5.Financement New(Additif)

The services relating to this invitation to tender shall be financed by the PAD Budget for the 2021 exercise and following, budgetary line n° 1208005

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Directorate of General Affairs of PAD /Division of Public and Partnership Contracts/Contract Preparation Service located within the premises of the PAD Technical Directorate PO box 4020 Douala, Tel. 233.42.01.33 / 233.43.55.00 – Fax 233.42.67.97, as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

Tender files may be obtained from at the Directorate of General Affairs of PAD - Division of Public and Partnership Contracts (Contract Preparation Service) of PAD Po Box 4020 upon a presentation of a receipt of payment of a non-refundable amount of FCFA 100.000 (one hundred thousands) at any BICEC branch using the following references: ACCOUNT /33598860 001 - 94; Client: SPECIAL ACCOUNT “CAS – ARMP”.

8.Remises des offres New(Additif)

Each offer drafted in French or English in seven (07) copies, including one (01) original and (06) copies marked as such should reach at the Division of Public and Partnership Contracts (Contract Preparation Service) of PAD latest 03/05/2021 at 12 am (local time) against a receipt and must bear the inscription:

"In addition to the closed envelope referred to above, the bidders will submit the digital file of their bid (administrative file, technical and financial offers)”.

9.Delai de Livraison New(Additif)

The execution period provided by the Owner is twelve (12) months from the date of notification of the service order to start the services

10.Cautionnement Provisoire New(Additif)

Each bidder shall enclose to his administrative documents a bid bond (in conformity with the model attached) issued by a bank or financial institution authorized to issue bonds in the context of public contracts, and the list of which appears in Exhibit 9 of the Bidding Documents, of an amount of FCFA 3.000.000 (three million) CFA Francs and valid for thirty (30) days beyond the deadline of validity of the offers

11.Recevabilité des Offres New(Additif)

The required administrative documents must imperatively be presented as originals, or photocopies certified as authentic by the competent services, in accordance with the Special Regulations of Invitations to Tender, within the last three months, otherwise they shall be rejected.
They should be less than three (03) months old by the date of submission of bids, or should have been issued after the date of signature of this tender notice.
Any offer that does not comply with the requirements of this notice and the Tender File will be declared non-responsive. In particular, the absence of the bid bond issued by a first-rate financial institution approved by the Ministry of Finance will result in the rejection of the tender

12.Ouverture des Plis New(Additif)

The opening of bids shall be done at once at the conferences hall of the Division of Public Contracts and Partnership on 03-05-2021  at 01 pm, by the Internal Tenders Board of Supply and Services Contracts of PAD, sitting in the presence of bidders or their dully mandated representatives having a mastery of the file.

13.Critères d'évaluation New(Additif)

Eliminatory Criteria
- Absence of a bid bond or non-compliance with a document of an administrative file after the deadline of 48 hours;
- False statement, falsified or non-authentic document;
- Presence of financial information in the administrative file and in the technical offer;
- Lack of valid environmental permits for the collection, transport and disposal of household waste and hazardous waste;
- Absence or omission of a quantified unit price in the list of unit prices and the estimate and quantity;
- Absence of the commitment on honor not to have any antecedent in the execution of the public contracts (bad execution, partial execution or abandonment);
- Technical score lower than 80 out of 100 points.

essential Criteria
The evaluation of technical bids shall be done out of 100 points using the following essential criteria:
1. Bid presentation: 02 marks
2. Experience of bidder: 30 marks
3. Logistics and materials: 40 marks
4. Team Composition: 18 marks
5. Methodology: 10 marks

only the bidder who will have the lowest technical score of 80/100 on the essential criteria will be admitted in the financial analysis.

14.Attribution New(Additif)

The contract will be awarded to the bidder administratively and technically qualified who will produced the evaluated  the lowest financial offer.

15.Durée Validité des Offres New(Additif)

Bidders are bound by their tenders for a period of one ninety (90) days from the deadline for submission of offers.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained during working hours at the Directorate of Habor Installation of the Port Authority of Douala.
