TRADEX S.A Company hereby launches an Open National Invitation to Tender for the acquisition of professional uniforms and Personal Protective Equipment (PPE) to TRADEX for the year 2021.
This Call for Tenders consists of two (02) lots:
Participation in this Invitation to Tender is open to companies or groups of companies under Cameroonian law, specializing in similar services.
The services covered by this Call for Tenders are financed by the budget of the company TRADEX for the financial year 2021.
This File can be consulted during working hours as soon as this Notice is published at the secretariat of the Internal Tenders board of TRADEX SA (CMA-TRADEX), at the Head Office situated at 1077 Rue Christian TOBIE KUOH at Bonanjo-Douala.
The Tender file can be obtained at the secretariat of CMA upon presentation of a non-refundable cash deposit receipt of One hundred thousand (100 000) F CFA in the account N° 06800-33598800001-86, titled « Special Assignment account SAC ARMP », Opened in one of the twelve (12) agencies of BICEC : Yaoundé-Main Agency, Douala-Bonanjo, Buea, Ebolowa, Dschang, Ngaoundere, Maroua, Limbe, Bafoussam, Bamenda, Garoua et Bertoua.
This receipt must identify the payer as the representative of the company wishing to take part in the Invitation to Tender.
In order to ensure that the Bidders understand all the contours of the services to be performed and the context in which they fit, TRADEX S.A. is organizing a meeting with the companies having acquired the Tender File on May 04, 2021 at 2:00 p.m. local time by teleconference.
The purpose of the preparatory meeting will be to provide clarification on any questions, especially of a technical nature, that may be raised.
The report of said meeting will be sent to all those who have purchased the Bidding Documents
Submission of bids
Each bid, drafted in French or English, in seven (7) copies, including one (1) original and six (6) duplicates labelled as such, must be submitted in a sealed envelope to the General Management of TRADEX, Secretariat of the CMA- TRADEX, situated at 1077 the rue Christian TOBIE KUO in Bonanjo-Douala, latest May 17th 2020 at 11 am, local time. Tenders submitted against receipt must be labelled as follows:

The maximum timeframe provided for by TRADEX S.A. for the performance of the services of this Call for Tenders is:
Under penalty of rejection of the offer, each Bidder must include in the administrative documents a bid bond of:
issued by a first-class bank or institution accredited by the Ministry of Finance to issue bid bonds within the framework of Public Contracts.
The validity period of the bid bond is one hundred and twenty (120) days with effect from the deadline for the submission of bids.
Under penalty of being rejected, the required administrative documents must be submitted in originals and copies certified as true by the issuing services or competent administrative authorities.
They must be dated less than three (3) months before the deadline for the submission of bids.
Any bid not compliant with the requirements of this Invitation to Tender and the Tender File shall be declared inadmissible, notably the absence of a bid bond or failure to comply with model documents of the Tender File.
The bids shall be opened in one phase.
The administrative, technical and financial bids shall be opened on Monday 17th May 2021 at 12:00 am, local time, by the Internal Tenders Board of TRADEX S.A.
Only Bidders or their duly appointed representatives with perfect knowledge of the bid file they support may attend the opening session.
v Elimination criteria
a. Absence of a quantified unit price.
b. False declarations
c. Absence of a quantified unit price
d. Substitution or falsification of administrative documents.
e. Execution time greater than the maximum prescribed time.
f. Incomplete administrative file or non-conformity of one of the documents after 48 hours granted by the Internal Tender’s Board
g. Services proposed by the tenderer that do not comply with the technical specifications.
h. Non-compliance by the technical offer of at least six (06) of the eight (08) sub-criteria of the essential criteria referred to below for lot N ° 1; and
i. Non-compliance by the technical offer of at least three (03) of the four (04) sub-criteria of the essential criteria referred to below for lot N ° 2.
v Essential criteria for the evaluation of technical bids (binary evaluation method: Yes/No)
Lot N°1: Making professional uniforms
a. Bidder’s experience in the provision of similar projects (two sub criteria)
b. Cumulated turnover of the company in the last five financial year in the realization of similar works (one sub criterion)
c. Qualification and references of key technical personnel the bidder’s proposed to effectuate this mission (Two sub criteria)
d. Planning and methodology (two sub criteria)
e. Materials and equipment (One sub criteria)
Lot N°2: Supply of personal protective equipment (PPE)
a. Bidder’s experience in the provision of similar projects (one sub criteria)
b. Cumulated turnover of the company in the last five financial year in the realization of similar works (one sub criterion)
c. Planning and methodology (two sub criteria)
The Contract under this Invitation to Tender shall be awarded to the Bidder with the “lowest bid”, who fulfils the required technical and administrative qualifications.
Bidders will remain bound by their bids for a period of ninety (90) days, with effect from the deadline for the submission of bids.
