Within the framework of the 2021 P Bonalea Council Budget, the Lord Mayor of Bonalea Council, Contracting Authority, hereby launches an open national invitation to tender for the construction work of: the Ndoulou slaughterhouse, in Bonalea Council, Moungo Division, and Littoral Region.

The works subject of this invitation to tender include:

• Preliminary works;
• Excavation – Foundation;
• Masonry and bricklaying;
• Covering;
• Framework and roofing;
• Woods and metallic carpentry;
• Electric installation;
• Painting;
• Sanitary installation ;

The estimated cost of the operation is 42 000 000 (Forty two millions) francs CFA.

The works shall be divided into one (01) single lot.

Participation in this invitation to tender is open to all enterprises of concerned with Cameroonian law that fulfill the required administrative, financial and technical capacities. However, companies having works abandoned or in progress will not be able to take part.

Works which form the subject of this invitation to tender shall be financed by the 2021 Bonalea Council Budget.

Each offer drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Secretariat of the Mayor of Bonalea Council, P.O. Box 94 Nkapa, Phone: 696 48 69 09 / 699 05 39 55 59 no later than 21^th Mayat 12 am, local time, and carry the inscription: 

“OPEN NATIONAL INVITATION TO TENDER
N° 07 /ONIT/C-BONALEA/ITB/2021 OF THE 20^th APRIL 2021
FOR THE CONSTRUCTION WORK OF: THE NDOULOU SLAUGHTERHOUSE, IN BONALEA COUNCIL, MOUNGO DIVISION, LITTORAL REGION 
TO BE OPPENED ONLY DURING THE BID-OPENING SESSION”

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be four (04) months as from the date of notification of the Service Order indicating the starting date of works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the in document 12 of the tender file of an amount of 840 000 (eight hundred and forty thousand) francs CFA, and valid for thirty (30) days beyond the original date of the validity of the offers.  

Under pain of rejection, the administrative documents required, must be produces in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer …) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase, on the 21^TH May at 13 am, local time, by the Bonalea Council Internal Tenders Board, at the recette municipal de Souza.
Only bidders may attend or duly represented by a person of their choice.

The evaluation of offers must be done in three levels: administrative, technical and financial, through the eliminatory criteria and essential criteria following binary method of “Yes” or “No”.
Eliminatory criteria:
They are in particular:
-          The absence of the bid bond;
-          The presentation of fake documents or false declarations;
-          A score below 75%;
-          The non-respect of 2 (two) essential criteria over the 4 (four);
-          The absence of on schedule of unit prices;
-          The absence of on sub-detail of prices;
-          The non-conformity of bid model;
-          The absence of one’s honor declaration of non-abandon of public contract whiting the past two years.
Essential criteria:
The essential criteria are:
-          Financial situation;
-          Experience of the firm;
-          Supervisory personnel;
-          Availability of essential equipment and materials.
Each criteria is validated after fulfilled at least:
-          50% of conditions for criteria with two (02) sub-criteria ;
-          70% of conditions for criteria with three (03) sub-criteria ;
-          75% of conditions for criteria with more than three (03) sub-criteria.
The financial evaluation will consist in the analysis of the coherence of prices, as well as the verification of the calculations.

The award of the contract shall be done to the bidder having presented offers in conformity, administratively, technically and financially, and evaluated as being financially the lowest bid.

Bidders will remain committed to the offers for ninety (90) days, from the deadline set for the submission of tenders.
