CAMWATER recently signed a contract for DRINKING WATER SUPPLY WORKS AT MOULOUNDOU CENTER. 
To ensure that the works will be completed on time, structures built with good quality materials and at the lowest cost, the General Manager of CAMWATER hereby launches anopen National Invitation to Tender for the recruitment of a consultant in charge of monitoring and supervising the work done. 

The services subject to this invitation to tender include the followings tasks:
i)                   Project management:
-         The control and verification of the technical conformity and compliance with standards;
-         The reception of the works. 
ii)                 Contract management 
-         The drafting of service orders;
-         The control of accounts. 
i)              Assistance to the Client for the settlement of disputes and the possible development of endorsements.

The estimated cost of the operation following prior studies stands at 185 800 000 CFA Value added taxes included.

The services of this tender include one lot.

Participation in this invitation to tender is open to consulting firms specialized in the fields raised.

Services forming the subject of this invitation to tender shall be financed by CAMWATER INVESTMENT BUDGET FINANCIAL YEAR 2021.

As soon as this notice is published, the file may be consulted during working hours at the Legal and Contract Department (DAJM), located at Room N° A05 of the Head office building of CAMWATER P.O Box: 524 Douala Cameroun Tél: (237) 33 42 89 81 /33 42 82 54.

Interested bidders may obtain the file from the Contract Department of CAMWATER at working hours from 9am to 4pm as soon as this notice is published upon presentation of a receipt of a non refundable sum of  One hundred Thousand (100 000) CFA Francs, payable at BICEC Account  No. 06800.33598800001 key 89 in favor of " Special account CAS-ARMP ”.

Each offer drafted in English or French. They shall be sealed in three separate envelopes, presented as follows:

Envelope B -Volume II: Technical Proposal

FOR THE RECRUITMENT OF A CONSULTANT IN CHARGE OF MONITORING AND SUPERVISING DRINKING WATER SUPPLY WORKS AT MOULOUNDOU CENTER

The bid should reach the Contract Department of CAMWATER room A05 of the Head office of CAMWATER P.O Box 524 Koumassi-Douala, Cameroon, Tel (237) 233 42 89 81 /233 42 82 54 not later than the 12/05/2021 at 11 am; local time.

The maximum execution deadline provided by the project owner to conduct the operation forming the subject of this tender shall be eighteen (18) months. The Head of the mission will have to provide a further 01 month to attend the temporary and final acceptance of the works.

Each bidder must include in his administrative documents, an acquitted bid bond of an amount of 3 716 000 FCFA issued by a first class bank or an insurance company established in Cameroon, approved by the Ministry of Finance and featuring on the list in Piece  N°11 of the tender document, The provisional bid bond has thirty (30) days validity beyond the original validity date of offers.

Only administrative documents produced in original or certified true copies by the issuing service of the administrative authority shall be accepted in conformity with the provisions of the invitation to Tender Particular’s Rule.
They shall be dated for less than three (03) months by the date of submission or be posterior to the signing date of the invitation to tender.
Any bid not complying with this notice and the tender file. Notably the absence of an acquitted bid bond issued by a first rate financial institution recognized by the Ministry of Finance, shall be declared inadmissible

The opening of bids will be made in two (02) times. The opening of the administrative and technical bids, followed in a second time by the one of the financial offers of bidders who have obtained the minimum technical score required. 
The opening of the administrative folder and technical offers will be held on 12/05/2021 at 12 am local time precisely and will be done by the internal tender board of Camwater in the conference room located at the third floor of the Head office building of CAMWATER at Koumassi-Douala.
Only bidders or their duly authorized representatives, with full knowledge of the case, may attend the opening session. 
The opening of financial offers shall take place at the end of technical evaluation and shall concern only bidders who must have obtained the minimum score of 75/100 points.

Eliminatory criteria

• Lackof an item in the administrative and/or financial folder;
• Misrepresentation, Falsification, or substitution of administrative documents;
• Note technique inférieure à 75 points sur 100 ;

• Presence of financial information in the technical proposal.
• Non-performance of a previous contract 

Main evaluation criteria

L’évaluation technique se fera sur la base des critères ci-après :

 The minimum technical score required to open the financial bids is 75/100 points.

Selection method of the consultant 
The consultant shall be selected by the Quality and Cost Based Selection method (QCBS).
After technical and financial evaluations, an overall score(technical and financial) will be calculated as follows:
 
NG = 0.8* NT + 0.2*NFWith :
NG :  Overall rating 
NT   :  financial rating
with NF = 100*(MMd)/(M/S) 
MMd : Amount assessed the lowest bidder
MS : Amount of evaluated bidder.

At the end of the deliberation, the Project Owner shall reward the contract to the bidder which is administratively and technically in conformity with the tender document, and which presents the highest global rating

Bidders will remain committed to their offers for ninety (90) days, from the deadline set for the submission of tenders.
