The time limit provided by the Project Manager for the delivery of services is sixty (60) days maximum after notification of the order of execution of the contract.

Each bidder must attach to his/her administrative documents, a bid bond for the batch concerned, issued by a high rated bank approved in accordance with the regulations in force, for a period of one hundred and twenty (120) days from the opening date of tenders. The deposit amounts to:

• Single batch: Supply and Installation of 126 shelves in the "Gare" store of CENAME, eight hundred thousand (800,000 CFA. F)

 Subject to rejection, necessary administrative documents shall be imperatively produced in originals or in certified copies by the issuing service, in compliance with the provisions of the Tender Supplementary Regulations .They must necessarily not be more than three (03) months or must have been established after the date of signature of the tender notice.

 Any tender which does not comply with the requirements of this tender dossier will be declared inadmissible.

Les offres seront ouvertes en deux phases.

L''ouverture des enveloppes contenant les documents administratifs et techniques aura lieu le 03 MAI 2017 à 11 heures par le Comité CENAME d''approvisionnement dans la salle de réunion de CENAME. Seuls les soumissionnaires peuvent assister à cette séance d''ouverture ou être représentés par une personne dûment autorisée avec une bonne connaissance de l''offre.

Tenders will be evaluated in binary mode (yes or no) in accordance with the following criteria:

Disqualification criteria:

• Incomplete administrative file or non-compliance with the requirements of the Tender Documents;
• False statement or forged document;
• Number of YES less than 75% on all the essential criteria;
• Non-compliance of supplies with technical specifications;
• Absence of the site visit certificate. 

• The  essential criteria are among others (details are provided in the evaluation chart)
• Presentation of the tender      YES/NO
• Experience in similar services   YES/NO
• A specific and independent note of the catalogue the bidder must submit describing the technical specifications of supplies proposed by the bidder. This note shall describe all the characteristics of supplies proposed as well as all additional information the bidder will deem necessary for the evaluation of tenders such as catalogues, sales brochure, etc. YES/NO
• Staff     qualification and experience YES/NO
• Expertise in the design, manufacture and installation of these storage rooms for the conservation of pharmaceuticals YES / NO
• After-sales Service  YES NO
• Proof of financial capacity of at least 5 million CFA F YES / NO
• Planning and delivery time not exceeding sixty (60) days YES / NO
• Prospectus or photos of supplies     YES NO
• Certificate of guarantee of at least twelve (12) months YES / NO

Only tenders which have received at least 75% of "YES" on all the essential criteria as set out in the evaluation chart attached to this tender dossier will be used for the opening of tenders.
