Within the framework of shortlisting “Suppliers and Service Providers” at the Small and Medium Sized Enterprises Promotion Agency (SMEPA) for the 2022 fiscal year, the Director General of the Small and Medium Sized Enterprises Promotion Agency hereby launches a call for expressions of interest to all enterprises supplying goods or providing services at the said Agency divided into 7 categories:

Category 1: Hardware and computer consumables;

Category 2: Maintenance (electricity, cooling and air conditioning, cars, wood/metallic works, computers, buildings, telecommunication and networks …;

Category 3: Materials, furniture and equipment, and office supplies;

Category 4: Communication and event management;

Category 5: Logistics;

Category 6: General consultancy;

Category 7: Other services (to be specified).

This consultation is opened to all legal persons based in Cameroon, regularly registered in the Business Registry and up-to-date with their tax contributions. They should demonstrate satisfactory skills in the area of supply of goods and service provisions which is the subject of this call for expressions of interest.

Each file, drafted in English or French in five (5) copies including the original and four (4) copies marked as such, should be submitted to the Contracts, Patrimony and Supplies Service of the APME located at Tsinga Boulevard Rue Sultan Njoya, not later than 15 February 2022 at 2:00 pm prompt.

The file should be submitted against a receipt in a sealed envelop bearing the following inscription “Call for Expressions of Interest No. 001/AMI/APME/DG/DRHFM/SDFB/SMPA/2022 OF 19 JANUARY 2022 FOR SHORTLISTING SUPPLIERS AND SERVICE PROVIDERS AT THE SMALL AND MEDIUM SIZED ENTERPRISE PROMOTION AGENCY”.

NB:

1)      Only enterprises which feature on the APME List of suppliers and service providers will be called for the acquisition phase through purchase order;

2)      Quotation requests and call for tenders remain open;

3)      The directory of suppliers and service providers is valid for a period of one year renewable.

On pain of being rejected, each application file shall comprise a complete administrative file and a technical file including the following documents:

1.             Administrative file:

The following documents shall be produced in their originals or certified true copies established less than three (3) months.

a)      A stamped and duly dated letter of call for expression,  stating the company name, address and category (s) chosen by the enterprise;
b)       A bank statement certificate of the bidder issued by a bank approved by the Ministry in charge of Finance of Cameroon;
c)       A copy of business registry;
d)      A certified photocopy of the taxpayer card;
e)      An attestation and location plan signed by the competent taxation services.

2.             Technical file:
-       A note of presentation of the enterprise;
-       Any document which can attest of the ability of the enterprise to carry out the services;
-       References;
-       Maximum delivery deadline of 15 calendar days.

The qualification criteria are as follows:

a) Elimination criteria:

-False declaration or falsified document;

- Incomplete technical offer;

- Technical score lower than 75%

b- Essential criteria:

The technical file shall be evaluated on 50 points based on the criteria hereunder:

Only candidates who will   earn a total score above or of seventy five per cent (75 %) in the technical phase of the evaluation shall be qualified.
