Within the framework of the Public Investment Budget 2021, THE MAYOR OF EYUMOJOCK COUNCIL, Contracting Authority hereby launches an open National invitation to tender for the CONSTRUCTION SIX (06) EQUIPPED BOREHOLES IN AYAOKE, OSSING, EBAM, MFUNI & NDEKWAI COMMUNITIES OF EYUMOJOCK MUNICIPALITY in Manyu Division, South West Region.

The works comprise the construction of Six boreholes equipped with manual pumps as described in the special technical specifications and the quantitative estimates.

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.

These projects shall be financed by the relevant credit allocation in the Public Investment Budget 2021 as per the imputation:

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Contract office at the Eyumojock Council Chambers and ARMP, Buea
The file may be consulted during working hours at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is published.

The file may be obtained from the Finance office of Eyumojock Council as soon as this notice is published against payment of the sum of Seventy-five thousand (75.000) CFA francs payable at the Municipal Treasury, Eyumojock as a non refundable fee representing the cost of the tender file.

Each bid drafted in English or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Contract Bureau of Eyumojock Council not later than Wednesday 05¹" May, 2021 at 09.00 am and should carry the inscription:

The maximum execution deadline provided for by the Contracting Authority shah be three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a fırst-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of one million seven hundred and fifty thousand (1 750 000) CFA francs with a validity period of sixty (60) days from the date of opening of bids.
On pain of being rejected, only originals or true copies certifıed by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established alter the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a fırst-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shah lead to a pure and simple rejection of the offer.

The offers shah be opened in single phase. The opening of administrative offers (Envelope A), the technical bids (Envelope B) and fınancial bids (Envelope C) shall be enclosed in one big envelop which shah be opened on Wednesday, 05^th May, 2021 at 10 am local time by the Tenders Board during opening of bids session.

Main eliminatory criteria Bids shall be rejected when:

• They lack bid security;
• Non conformity of administrative offers;•.
• Non conformity of financial offers;
• They do not conform with the Tender offers;

Main qualification criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

• Turnover of at least fifty million (50.000.000)                                     Yes/No

• Expenditure schedule or other contracts under execution                 Yes/No
• Has done similar jobs before                                                             Yes/No
• Availability of material and essential equipment                              Yes/No
• supervisory staff with at least fıve years of experience in the
• construction of boreholes    The non respect of 2 criteria shall cause the elimination of the offer.      Yes/No

The contract shall be awarded to the lowest bidder who satisfıed the administrative and technical dispositions.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
