Within the framework of the Public Investment Budget 2021, THE MAYOR OF EYUMOJOCK COUNCIL, Contracting Authority hereby launches an open National invitation to tender for the ACQUISITION AND INSTALLATION OF 40 SOLAR STREET LIGHTS IN OSSING, EKOK, EYUMOJOCK TOWN & KEMBONG MUNICIPALITY in Manyu Division, South West Region.

The works comprise the Acquisition and installation of 40 solar Street lights in Ossing, Ekok, Eyumojock town & Kembong communities of Eyumojock municipality as described in the special technical specifıcations and the quantitative estimates.

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.

This project shall be financed by the relevant credit allocation in the PIB 2021 of the Republic of Cameroon as per the imputation:

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Contract office at the Eyumojock Council's Chamber.
The file may be consulted during working hours at the Eyumojock Council's Chamber or at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is published.

The file shail be obtained at the Municipal Treasury of Eyumojock Council and ARMP, Buea as soon as this notice is published against payment of the sum of Sixteen thousand four hundred (16 400) CFA as a non refundable fee representing the cost of the tender file.

Each bid drafted in English or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Contract Bureau of Eyumojock Council not later than Wednesday 06 May, 2021 at 09.00 am and should carry the inscription:

The maximum execution deadline provided for by the Contracting Authority shall be three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a fırst-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of one million (1 000 000) CFA francs with a validity period of thirty (30) days from the date of opening of bids.
On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established alter the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a fırst-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.

The offers shall be opened in single phase. The opening of administrative offers (Envelope A), the technical bids (Envelope B) and financial bids (Envelope C) on Wednesday, 06 May, 2021 at 10 am local time at the Municipal Council chambers, Eyumojock town.

Main eliminatory criteria Bids shall be rejected when:

They lack bid security;

• Non conformity of administrative offers;•.
• Non conformity of financial offers;
• They do not conform with the Tender offers;

Main qualification criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

• Turnover of at least fifty million (50.000.000) Yes/No
• Access to a credit or other fınancial resources Yes/No
• Expenditure schedule or other contracts under execution Yes/No
• Has done similar jobs before Yes/No
• Availability of material and essential equipment Yes/No
• supervisory staff with at least fıve years of experience in the
• construction of boreholes The non respect of 2 criteria shall cause the elimination of the offer. Yes/No

The contract shall be aworded to the lowest bidder who satisfıed the administrative and technical dispositions.

Bidders will remain committed to their offers for 60 days from the deadline set for the submission of tenders.
