In order to shortlist the companies that will participate in the restricted invitations to tender for the execution of these projects, the Minister of Transport hereby launches a call for expression of interest in accordance with the following conditions:
This call for expression of interest aims at shortlisting companies that will be eligible to tender for the execution of the above-mentioned road safety projects selected within the framework of the Road Fund, for the 2017 Financial Year.
2.1- Participation in this call for expression of interest shall be open to all companies (or corporate groups) established in Cameroon and meeting the following criteria depending on the project:
1. To have knowledge, expertise and experience in conducting studies in the selected area ;
2. To have the technical, logistic and financial capacities to carry out such a mission.
2.2 - Additional technical information may be obtained in the Ministry of Transport, Contracts Service (Room C120).
Initialled expressions of interest drafted in English and French in 5 (five) copies including one original copy and 4 (four) photocopies shall be submitted in sealed envelopes on 14/02/2017 latest at 12:00 noon prompt to the following address:

• Companies willing to express interest in the shortlisting process shall submit a file in two sealed and anonymous envelopes.
• The first envelop referred to as “envelop A”, shall be labelled :
“CALL FOR EXPRESSION OF INTEREST No.00003/AAMI/MINT/SG/DAG/SDBM/SMAR/2017 FOR THE IMPLEMENTATION OF THE ROAD SAFETY ACTION PROGRAMME
I- ADMINISTRATIVE DOCUMENTS
They shall include the following:
a) A stamped and signed bidding statement;
b) A photocopy of valid patent ;
c) A photocopy of taxpayer card ;
d) A photocopy of bank attestation ;
e) A debt clearance certificate;
f) An attestation of non exclusion from public contracts of less than three months, issued by the General Manager of the Public Contracts Regulation Board;
g) An attestation of less than three months, signed by a competent official of the National Social Security Fund, certifying that the bidder meets his obligations vis-à-vis the fund,
NB. : Bidders shall only submit a single administrative file irrespective of the number of projects selected.
For corporate groups, each member shall provide all the above-mentioned administrative documents and a single notarial act shall be provided for all the members of the corporate group.
The other envelop referred to as “envelop B”, shall be labelled:

F- TECHNICAL FILE, for project No. …………… (Specify the title of the project)
It shall enclose a technical document including:
a) Presentation of company, manager and employees ;
b) Qualification of human resources to be employed by the company in the specific/required area of competence;
c) Justifications of the provision of similar services ;
d) presentation of the company’s or corporate group’s bank statement ;
e) Technical presentation of project with description of operational scheme, methodology and cost estimate
f) Provision of a notarial act for corporate groups.
g) Convention with a recognized public interest NGO or association for project 1
NB. : For each project, a separate technical file shall be submitted in an Envelop B marked as such.
N.B. Any non-complying administrative file shall lead to outright rejection of the relevant consultancy firm.
