The Mayor of the Mouanko Council (Owner Building), launches in Emergency procedure on behalf of the Mouanko Council, an Invitation to tender National Public for the achievement of building work of hospitalization hall in the Mouanko Council, Sanaga MaritimeDivision, Littoral Region.

Work includes/understands the realization of the operations hereafter:

• Preparatory work - Studies ;
•  Earthworks;
•  Foundation;
•  Masonry - Elevation;
•  Frame – Roof – Ceiling;
• Metal carpentry;
• Wood Carpentry ;
• Sanitary plumbing;
• Electricity;
• Painting and Coating;
• Work of V.R.D.

The project is made up in a single batch whose estimated cost of work is estimated thus that it follows 

This National Invitation to tender is opened with all the Companies of Cameroonian law, justifying technical capacities, financial and legal, enabling them to carry out the services object of this Invitation to tender.

The financing of the services object of this Invitation to tender is ensured by the Budget of Public Investment (IBP) of the Republic of Cameroon, 2021 on the budget line  N° 55 40 641430 2221.

The Tender file can be consulted with the Town hall of Mouanko, as of publication of this Invitation to tender.

The Tender files can be obtained as of publication of this tender, in the Town hall of Mouanko (Secretariat-general) phone number 679 53 07 06, against presentation of a receipt of payment of a sum nonrefundable of, delivered by the Municipal Receipt of Mouanko, representing the expenses of purchase of the file.

The execution deadline envisaged for the realization of work is 

as from the date of notification about Service odder to begin work.

The administrative documents, the technical offers and the financial offers must be placed in separated and different envelopes and submitted under seal.
The envelopes referred to in the paragraph 1 above bearing to number and subject of the call for tender, and sent to the Contracting Authority. The must not give any indication of the identity of the Tender.
Each tenderer will have to join to his administrative parts a bid bond of 

The guarantee will be made out under one of the following forms

- Banking Guarantee of guarantee established by a Bank of first order approved by the Minister in load of Finances

The Opening of bids, which will be done in one (1) time, will be carried out the 08.06.2021 at 12 hours by the Interne Tender’s Board of the council at the subcommittee office located to the Town hall of Mouanko.

Eliminatory criteria

• Absence of bid bond;
• Absence of a quantified unit price in the Unit Price Schedule;
• False declaration, forged (falsified) or unauthentic documents;
• The absence of a piece of the administrative file and administrative document non-compliant and not regularized after 48 hours after counting;
• Technical marks less than 76.66 % ;
• Absence of a declaration of honor attesting the non-abandonment of a market during the last  three (03) years or failing company;
• The absence of a volume or a copy of the submission. 

Essential Criteria of qualification

The essential criteria will be evaluated in a binary way (satisfaction or not). The essential criteria relating to the qualification of the candidates relate to:

• i)    Certificate of visit of the places (01 criteria);
• ii)   Supervisory staff (10 criteria) 
• iii) The availability of the material and the essential equipment (05 criteria)
• iv)  References of the company and financials abilities (05 criteria);
• v)   The methodology of execution (06 criteria);
• vi)  Presentation of the offer (02 criteria)
• vii) Declaration of submissioner Intention (01 criteria) 

Each offer to be declared conforms technically must have satisfied all the eliminatory criteria and have obtained at least 23 out of 30 of the essential criteria enumerated below evaluated in accordance with the Grid of notation of the technical offers.

The contract will be awarded to the tenderer who, having presented an administrative offer in conformity with the Tender Documents will have provided a technical offer whose evaluation is higher or equal to 76.66% of the essential criteria and an evaluated financial offer with the lowest offer.
Any offer not presented in three (03) volumes purely and will be simply rejected; it is the same for any offer non in conformity with the Particular Payment for the Invitation to tender (RPAO).

The tenderers remain committed by their offers for Ninety (90) days period as from the date fixed for the reception of the bids.

At the end of the examination of the offers, proposal of the choice of the tenderers by the Internal Commission of Making of the Markets and the final choice of the Person receiving benefits by the Building Owner, the Letter-Order is subscribed by the Contractor and is signed by the Building Owner.
