The participation in the present call for tenders is equally opened to all the Companies based in Cameroon and having good reference in boreholes construction.

Benefits, subject of this Tender, is funded by the Public Investment Budget (PIB), fiscal year 2021 of the Republic of Cameroon, imputation 55 21 641430 2279.

The maximum execution deadline provided for by the Project Owner for the implementation of the project subject of this tender is three(03) months for each lot as from the notification of the order of service startup.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of:

• 1 120 000 (One million) FCFA; and valid for thirty (30) days beyond the original date of the validity of the offers.

The administrative documents, the technical offers and the financial offers must be placed in separated and different envelopes and submitted under seal.
The envelopes referred to in the paragraph 1 above bearing to number and subject of the call for tender, and sent to the Contracting Authority. The must not give any indication of the identity of the Tender.
To avoid rejection, the administrative documents required must imperatively be produced originals or copies certified by the issuing service or administrative authority, in accordance with the provisions of the Regulations of the Tender. Any bid not meeting the requirements of this notice and the tender dossier will be declared inadmissible. Including the absence of a bid bond issued by a first class bank approved by the Ministry of Finance or the failure models of parts of the Tender Dossier, will result in rejection of the offer.

The bids shall be opened in a single phase on 25/06/2021 at 12 P.M by the Internal Commission of Tenders Board of MOUANKO, at the MOUANKO Council. Only bidders will be allowed to attend the opening session, or their duly mandated representatives, having a good knowledge of the case.

Eliminator Criteria

• Absence of bid bond;
• Absence of a quantified unit price in the Unit Price Schedule;
• False declaration, forged (falsified) or unauthentic documents;
• The absence of a piece of the administrative file and administrative document non-compliant and not regularized after 48 hours after counting;
• Technical marks less than 77.41 % ;
• Absence of a declaration of honor attesting the non-abandonment of a market during the last  three (03) years or failing company;
• Ø The absence of a volume or a copy of the submission

Failure to respect at least 77, 41% of items leads to the elimination of the Offer in accordance with evaluation rubrics.

The contract will be awarded to the bidder with lowest cost, and having fulfilled both the specifications of the tender file and the required technical and financial capacity.

Bidders will remain committed to their offers for ninety (90) days as from the deadline set for the sub-mission of tenders.
