Within the framework of 2021 state Budget, the state represented by the Mayor, Jakiri Council, CONTRACTING AUTHORITY, hereby launches in an emergency procedure, an Open National Invitation to tender for the above works.
Works under this tender invitation are constituted of the maintenance works on earth roads
These works shall involve the following tasks:
- The setting up of the platform with creation of ditches and outlets;
- The grading of the carriageway;
- The backfilling/re-loading of the carriageway;
- The construction of masonry ditches;
- The Construction of reinforced concrete gutters;
- The Construction of reinforced concrete ring culverts;
- All other works described in the bill of estimates.

Works under this tender invitation are divided into a single batch of two road sections which are listed below:
- ROAD SECTION N° 1 (RS 1):
"Health Center Entrance - Sabongari Mosque road - Alahdji Ibrahim Junction";
Main road = 470m, Access roads =60m; TOTAL: 470 + 60 = 530m / Width =7m; / Platform = 9m.
- ROAD SECTION N° 2 (RS 2):
"D.O's Office Entrance (N11) - Sabongari Islamic School - Alahdji's Ibrahim Junction";
Main road = 995m, Access roads =305m; TOTAL: 995 + 305 = 1300m / Width = 7m; / Platform = 9m.
Participation in this invitation to tender shall be open to all Cameroon-based public works companies.
Works under this tender shall be financed by the PIB budget; 2021 FISCAL YEAR.
The tender invitation documents may be consulted at the CDO’S Office Tel:677977256, Jakiri Council.
The tender documents may be purchase at the Services of Contracts award at the Jakiri council, upon presentation of a receipt of payment into the Jakiri municipal treasury(679691743) of a non-refundable fee of fifty thousand (64,500) francs CFA.
The said receipt must identify the payer as representing a consulting firm willing to participate in the tender.
Tenders shall be divided into three volumes and submitted in a simple envelope as follows:
- Volume 1 : Administrative documents;
- Volume 2: Technical proposal;
- Volume 3: Financial offer.
All the constituent documents (volume1, 2 and 3) shall be enclosed in a large and sealed outer envelope bearing only the subject of the tender concerned.
The different documents of each bid shall be numbered in keeping with the order indicated in the tender file and separated by colour dividers.
Drafted in English or French and in SEVEN (7) including one (1) original and SIX(6) copies, labelled as such, bids shall be submitted in a sealed envelope and against a receipt at the Contract’s Service of the Jakiri council, no later than the 08/06/2021 at 10 a.m. They shall bear the following:

FINANCING: PIB BUDGET; 2021 FISCAL YEAR
“TO BE OPENED ONLY AT THE BIDS OPENING SESSION”
The maximum deadline provided for by the CONTRACTING AUTHORITY shall be five (04) months from the date of the notification of the service order for works to start.
The bid shall be submitted with a bid bond of three five hundred thousand (1,000,000) delivered by a banking institution recognized by MINFI and COBAC in the form provided in the special tender regulations. The bid bond shall remain valid 90 days after submission of the bids.
Subject to rejection, the provisional guarantee shall be obligatorily produced in its original dated not more than three (03) months.
For unsuccessful bidders, the provisional guarantee shall be released not later than 15 (fifteen) days after the expiry of tender validity. For successful bidders, it shall be released only after the definitive guarantee has been constituted.
The bid shall be submitted with a bid bond of five hundred thousand (1,000 000) FCFA delivered by a banking institution recognized by MINFI and COBAC in the form provided in the special tender regulations. The bid bond shall remain valid 90 days after submission of the bids.

The administrative documents, the technical and financial proposals shall be opened on the 08/06/2021 at 11 am prompt, local time, by the Jakiri Council Internal Tender’s Board in the presence of bidders or their representatives.
All Bidders may attend the opening session or each has himself represented by one person of his choice (even in the event of a joint-venture) with sound knowledge of his file.
ASSESSMENT BIDS: The bids shall be evaluated according to the main criteria as follows:
ELIMINATORY CRITERIA:
Incomplete technical file due to the absence of one of the following documents:
b1) an attestation of site visit signed by the bidder;
b2) a methodological note indicating the organization, planning and understanding of the project;
b3) proof of availability of a civil engineers with at least three
(03) years of experience in similar works proposed as main staff;
v False declaration or forged document;
v Failure to justify ownership, rent or leasing of the following equipment’s;
v 01 bulldozer
v 01 truck
v 01 WHEEL LOADER
v 01 VIBRATING COMPACTOR
v 01 GRADER
v Omission of a quantified unit price in the financial offer(the lot concerned will be eliminated)
v Not satisfying at least 19 elements of essential criteria

Details of these main qualification criteria are specified in the assessment grid contained in the Special Tender Regulations.
The contract shall be awarded to the lowest bidder, complying with the technical and administrative requirements.
The tenders shall be valid for 150 (one hundred and fifty) days with effect from their submission deadline.
