This invitation to tender has as an aim the completion of the work of construction of a block of two (02) classrooms to the GBS of Ntui in the council of Ntui, Division of Mbam and Kim, Centre Region.
The services include/understand the following operations:
- Preliminary works;
- Earthworks;
- Work of foundation;
- Work of masonry and rise;
- Work of frame, cover and ceiling;
- Work of metal fittings and wood;
- Work of electricity;
- Work of painting;
- Work of driveways and various services.

The participation in the present invitation to tender is opened in all the companies of public works of right Cameroonians justifying technical capabilities and financial for the good realization of work which constitutes the object of it.
Work, object of this Invitation to tender is financed in the chapter ______ Budget of Public Investment MINEDUB 2017, Line: _________________________, for an estimated amount of Twenty million (20 000 000) francs CFA.¶
The Tender Documents can be consulted and obtained from the Contracting authority (Divisional Delegation of the Public Contracts of Mbam and Kim - Service of the making of the Contracts) on presentation of a receipt of payment of a nonrefundable sum of thirty five thousand (35.000) francs CFA to payto the Municipal Receipt of the council of Ntui.
Administration in the name of which the market will be concluded
At the end of the examination of the offers of the tenderers and choice of the contractor by the Contracting authority, the contract will be concluded on behalf of the Town hall from Ntui between this last and the Contracting authority which is The Mbam and Kim Divisional Delegate of Public Contracts.
The Tender Documents can be consulted and obtained from the Contracting authority (Divisional Delegation of the Public Contracts of Mbam and Kim - Service of the making of the Contracts) on presentation of a receipt of payment of a nonrefundable sum of thirty five thousand (35.000) francs CFA to payto the Municipal Receipt of the council of Ntui.¶
Each English or French offer, written in seven (7) specimens whose one (01) original and six (06) copies marked as such will have to arrive in the Services of the Contracting authority (Divisional Delegation of the Public Contracts of Mbam and Kim - Service of the Making of the Public Contracts) at the latest the 16th February 2017 to 12 hours precise and will have to be marked:

The maximum duration of completion of the work is Three (03) months, as from the date of the notification about Service to begin work.¶

Each tenderer will have to join to his administrative parts, a bid bond established by a bank of first order approved by the Ministry in charge of finances and whose list appears in part 12 of the CAD, of an amount of four hundred thousand (400 000) of Francs CFA.
In the absence of this bid bond and in accordance with the decree N°93/CAB/PM of 05 November 2002 fixing the amounts of the bid bond and the expenses of the Tender documents, SME with capital and leader national can produce a legal mortgage.¶
Any offer non in conformity with the regulations of this Opinion and the Tender Documents will be declared inadmissible.¶ In particular the absence of the bid bond delivered by a bank of first order approved by the Ministry in charge of Finances and valid during thirty (30) days beyond the original date of validity of the offers, or the non-observance of the models of the parts of the Tender Documents, will involve the rejection of the offer.
Under penalty of rejection, the parts of the administrative file necessary must be produced in originals or copies certified by the gift office or at proper Authority, in accordance with the stipulations of the Particular Payment of the Invitation to tender (RPAO).¶
They must go back to less than three (03) months preceding the original date by deposit by the offers or be established subsequently to the date of signature of the Invitation to tender.¶
Any tender incomplete in accordance with non-regular Documents of the Tender will be declared inadmissible.¶
The provisional guarantee will be released from office at the latest thirty (30) days after the expiry of the validity of the offers for the tenderers not having been retained. If the tenderer is assignee of the Letter Orders, the provisional guarantee will be released after constitution of the Final Guarantee represented by the retention moneys.
The Divisional Tender’s Board will proceed with the opening of the folds in a time and in the presence of the representatives of the tenderers who wish to assist to with it, the 16th February 2017 as from 13 hours precise in the services of the Divisional Delegation of the Public Contracts (DDMAP) of Mbam and Kim with Ntui.
Only the tenderers can attend this meeting of opening or to be made there represent by a person of their choice duly elected.
The eliminatory criteria are:

- Relating to the administrative offer
a) Incomplete file;
b) Falsified part or not in conformity (Subject to the provisions of the I.1 point of Circular N002/CAB/PM of January 31, 2011 relating to the improvement of the performance of the system of the public markets).
- Relating to the technical offer
a) Incomplete file or parts non in conformity;
b) Misrepresentation, documents falsified or scan (the DTB reserve the right to proceed to the authentication of any document presenting a doubtful character);
c) Building site the non-titular Head of the Diploma for the occupation of technician Civil/Rural Genius and not justifying at least three (03) years of experiment;
d) Absence in the technical offer of the heading "organization, methodology and planning";
e) Not satisfaction from at least 24 out of 29 of the essential criteria;
- Relating to the financial offer
a) Incomplete financial offer;
b) Omission in the financial offer of a quantified unit price;
c) Absence of the under-detail of the prices.

i. Certificate of visit of the places (03 marks);

Each offer to be declared conforms technically must have satisfied all the eliminatory criteria and have obtained at least 24 out of 29 of the essential criteria enumerated below evaluated in accordance with the Grid of notation of the technical offers.¶
- The Contracting authority will allot the Letter-order to the Tenderer whose offer was recognized conforms essentially to the Tender Documents and who has the technical capabilities and financial necessary to carry out the contract in a satisfactory way and in which the financial offer was evaluated with the lowest offer by including the handing-over suggested if necessary.
- Any attribution of the constructional works contracts is done to the Tenderer filling the capacities financial, technical and administrative necessary resulting from the criteria known as essential or those eliminatory.¶
The tenderers remain committed by their offer throughout one ninety (90) day as from the limiting date fixed for the handing-over of the offers, time during which the Contracting authority will warn of its choice the selected companies.
