Within the framework of the building works of two classrooms block in some government primary schools of the Mayo-Danay Division, the Mayo-Danay Divisional Delegate of Public Contracts, Contracting Authority, here by launches an Open National Invitation to Tender in Emergency Procedure for Basic Education.
The Works, object of this national invitation to tender comprise the following tasks inter alia:
• Preparatory works;
• Excavations ;
• Foundations;
• Inclination masonry;
• Roofing framework;
• Métal fittings;
• Wiring;
• Painting;
• Road maintenance and diverse networks.
The estimated cost of the opération following prior studies stands is Ninety Nineteen million (19 000 000)Fcfa per lot.

Participation in this invitation to tender is open to companies of Cameroonian Nationality which possess
the required legal, financial and technical abilities.
Works which form the subject of this invitation to tender shall be financed by the ministry of
Basic Education Public Investment Budget for the 2017 Financial Year.

at the contract award service as soon as this notice is published against payment of a non-refundable
sum of sixty thousands (55 000) Fcfa francs payable at the public treasury.
The offers drafted in English or French in seven (7) copies including the original and six (6) copies
marked as such, should reach the Divisional Delegation of Public Contracts of Mayo-Danay in Yagoua
not later than 13/02/2017 at one (1) o'clock AM and should carry the inscription:
The maximum exécution deadline provided for hy the Project Owner or Delegated Project Owner for
the execution of the works subject of this tender shall he three (03) months per lot.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank
approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file
of an amount of Thirty eighth hundred thousands (380 000) Fcfa per lot and valid for thirty (30) days
beyond the original date of the validity of the offers.
Under pain of rejection, the administrative documents required, must be produced in originals
or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer,
Divisional Officer... ) In accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months
or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be
declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the
Ministry in charge of Finance.
The bids shall be opened in single phase.
The opening of the administrative documents, the technical and financial offers shall take place on 13/02/2017 at
two (2) o'clock by the Tenders Board attached to the Contracting Authority in the
Divisional Delegation of Public Contracts of Mayo-Danay's hall.
Only bidders may attend or be duly represented by a person of their choice.
1. Eliminatory criteria
The main relative criteria to the élimination of the offers of the candidates are defined like below
a) Uncompleted documents;
b) Absence of tender security;
c) Falcificated documents.

The Contracting authority will assign the Contract to the Tenderer whose offer bas been recognized
compliant for the essential to the File of call of offers and that arranges requisite technical and financial
capacities to execute the Contract in a satisfactory way and whose offer bas been valued least saying
while including the proposed discounts if the case arises.
Bidders will remain committed to their offers for 90 days from the dead line set for the submission of
tenders.
