Participation in this call for tender is open to Cameroonian companies with competence in the field.
The works, objects of the present call for tenders are financed by the Public Investment Budget for the financial year 2017, the Ministry of Basic Education (MINEDUB), on the budget imputation line : At the cost of 16,500,000 (Sixteen million five hundred thousand) CFA francs.

The maximum period of performance of the contract is three (03) months. This delay includes normal periods and cells hit by various weather conditions. It runs from the date of notification of the Order of Service to begin the benefits.

Each tenderer must attach to his administrative documents a bid bond (conforming to the model in Annex 8.1) drawn up by a first-rate bank approved by the Ministry in charge of finance and listed in Exhibit 12 of the CAD, In the amount of three hundred thirty thousand (330,000) CFA francs and valid for 30 days beyond the validity of the bids.
Under penalty of rejection of the offer, the other administrative documents required (valid) must be imperatively produced in original And in certified copies by the issuing department or an administrative authority, in accordance with the provisions of the Supplementary Regulations of the Invitation to Tender.
They must be valid and dated less than three months (03) Preceding the date of submission of tenders or have been drawn up after the date of signature of the invitation to tender.
Any tender which does not comply with the requirements of this notice and the Bidding Documents will be declared inadmissible. Key Evaluation Criteria
Elimination Criteria:
- Incomplete administrative file;
- Incomplete Financial Record;
- Omission of a quantified price in the financial offer;

- Absence of the tender security signed by the Head of Agency of the Bank concemed
Essentia Criteria:
The evaluation of the technical offers will be done according to the binary system (yes / no) on the basis of the following essential qualification criteria:
- Company references (similar contracts carried out during the last 3 years of a cumulative amount greater than or equal to 30 million) ;
- Construction site equipment to be mobilized (Dump truck, Pick up, Small construction site equipment) ;
- Supervisory staff (supervisor: TGC >= 5 years of experience, site supervisor: ATGC >= 5 years of experience at least) ;
- Technical proposition ;
- Presentation of the offer;
- Site visit report ;
Only the tenders which have obtained 24 YES out of 30 for the analysis of the technical offers will be admitted to the analysis of the financial offers.
The Mayor of the Municipality of EBEBDA, Client will award the contract to the bidder whose bid has been evaluated the least and considered technically acceptable.
Tenderers shall remain bound by their tenders for a period of 90 days from the date fixed for submission of tenders.
