The Director General of NASLA (Contracting authority) hereby launches an Open National Invitation to Tender N° 13/ONIT/NASLA/NITB/2021 OF 28/05/2021 FOR THE CONSTRUCTION OF A LOCAL AREA NETWORK (LAN) IN THE NATIONAL SCHOOL OF LOCAL ADMINISTRATION (NASLA) , BUEA.
service consists in:
- Develop a wiring plan;
- Develop an IP addressing plan;
- Develop the topology (logical and physical) of the network (network architecture diagram):
- Acquire the equipment necessary for the interconnection of services;
- Carry out the network cabling;
- Connect and configure the network equipment deployed
- Carry out the necessary tests, then the corrections if necessary;
- Put the network into operation;
- Ensure staff take charge of operating the network.
The estimated cost of the project alter preliminary studies is fifteen million (15 000 000) FCFA.
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical and financial capacities
The works which form the subject of this invitation to tender shall be financed by: NASLA BUDGET 2021 IMPUTATION: 220500.
The tender file may be consulted during working hours (7:30 AM-3:30 PM) at the Service of Contracts of NASLA, as soon as this notice is published
The tender file may be acquired from the Service of Contracts of NASLA (Floor C, Room 12), as soon as this notice is published and upon presentation of a non-refundable receipt bearing the amount of TWENTY THOUSAND (20,000) FCFA paid in to the Account No 335 98800001-89 AT BICEC in the name of CAS-ARMP.
Each bid drafted in English or French shah be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shah be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shah bear no information on the enterprise, and should reach the Service of Contracts (Floor C, Room 12), latest the 24/06/2021 at 10:00 am local time and should carry the inscription:
Envelop A: administrative documents;
Envelop B. technical offer;
Envelop C: financial offer.
The deadline provided by the Project Owner for the execution of this supply and installation is two (02) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or insurance approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File of an amount of three hundred thousand (300 000) CFA F which is valid for Ninety (90) days beyond the date of validity of bids,

The bids shah be opened in a single phase.
The opening of administrative documents, the technical and financial bids will be on 24/06/2021 at 11 am prompt by the National School of Local Administration (NASLA) Internai Tender's Board in the conference hall of the Library of the NASLA.
Only bidders may attend or be represented by a mandated person

The non-respect of at least Seventy-five (75) % of the above criteria shall cause the elimination of the bid.
The Jobbing order shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code
The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
