VVithin the framework of the execution of the Public Investment Budget (P1B) of 2021, The Lord mayor of the Kumba III Council (the Contracting Authority) hereby launches an Open National Invitation to Tender (BY EMERGENCY PROCEDURE) FOR THE INSTALLATION OF THIRTY FIVE (35) SOLAR POWERED STREET LIGHTS WITHIN KUMBA Ill COUNCIL AREA KUMBA III SUBDIVISION, S.W.R

The works comprise notabty the INSTALLATION OF THIRTY FIVE (35) SOLAR POWERED STREET LIGHTS WITHIN KUMBA III COUNCIL AREA

PROVISION: fifty million (50 000 000 fcfa) tax inclusive.

lnterested eligible bidders may obtain further information during working hours as from the date of pubrishing of this tender notice, at the service of Council Development /contracts office of the Kumba III Council (upstairs).

1. FINANCING:

Works of this invitation to tender shah be financed by Public Investment Budget of the 2021 financial year by the Ministry of Water and Energy;

lnterested eligible bidders may obtain further information during working hours as from the date of pubrishing of this tender notice, at the service of Council Development /contracts office of the Kumba III Council (upstairs).

The complete tender file may be obtained from the Development/Contract office ­KUMBA III Council upon presentation of a treasury receipt attesting to the payment of a non­refundable sum of SEVENTY FIVE THOUSAND (75 000) FCFA into the Kumba lil Council Treasury.

Each bid drafted in English or French in seven (07) copies including one (01) original and Six (06) copies marked as such, should reach the Contracts Office for Kumba III Council, not later than²1I6/2021, atriPt  local lime in three (03) distinct envelops which shah' be

labelled as follows:

-        Envelop A: Administrative documents;

-        Envelop B: Technical offer;

-        Envelop C: Financial offer.

Each bidder must incluLle in his administrative documents, a bid bond issued by a first­rate banking establishment approved by the Ministry In charge of finance in conformity with COBAC conditions and whose list is found in document N°. 11 of the tender file, of an amount of ONE MILLION FRANCS valid for thirty (30) days beyond the date of valldity of offers

The bids shah be opened in a single (01) phase on the24/06/2021 at 10.00am Local time by the Tender Board of the Kumba Ill Council in the conference hall, in the presence cf the bidders or duly authorized representatives having full knov'Iedge of the file (power of attorney).

B/Essential Criteria.

Essentiel criteria are primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender. The criteria relating to the qualification of candidates are based on the following;

• General presentation of the tender file,
• References of the company ln the simliar achlevements,
• Experience of supervisory staff,
• Logistics (equipment),
• Methodology,
• Financial capacity,

s Attestation of site visit signed by the bldder,

• Report of site visit signed by the bidder,
  • The Special Administrative clauses (SAC), each page should be initialled and the last page signed and stamped.
  • The Special Technical Clauses (STC). Each page should be InItlailed and the lest page signed and stamped.
• Pre-financing capacity not less than 75% of the amount requlred in the offer. The essentiai criteria are subjected to minima whose detail is given In the Special Regulation of the Invitation to tender (RPAO).

The criteria relating to the qualification of candidates could be indicative on the following:

The essentiel criteria are subjected to minima whose detail is given in the Special Regulation of the Invitation to tender (RPAO).

The evaluation will be done in a purely binary method with a (yes) or a (no) with an acceptable minimum of 80% of the essentiel criteria taken in account,

The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender documents and having satisfied to 100% of the eliminatory criteria and at least 80% of the essentiel criteria,

The contract shall be awarded to the bidder with the lowest realistic financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids
