- Foundation;
- Masonry and elevation in baked bricks;
- Carpentry-Roofing and ceiling;
- Wood works, metallic and Aluminum;
- Plumbing and sanitation;
- Electricity;

“To be opened only during the bid opening session”
The maximum execution deadline shall be four (04) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the administrative order of work commencement.
It is required of the contractor to propose in his/her bid an execution calendar inserted within the deadline cited above.
Bids shall be accompanied by a provisional deposit (Bank Guarantee Bond) established by a first rate banking institution approved by the Ministry of Finance and with a sum of 675 000 (SIX HUNDRED AND SEVENTY FIVE THOUSAND) FRANCS CFA.

The bid bond remains valid for a period of thirty (30) days after the date of expiration of the validity of the offers.
Less they are rejected, only the originals or certified true copies by the issuing service or administrative authorities of the administrative documents are accepted. They must obligatorily not be older than three (03) months and must be valid during the bid opening session.
The offers or the bids submitted after the stipulated deadline shall not be received.
Any offer not in conformity with the prescriptions of this tender notice and tender file shall be declared inadmissible.
The opening of the bids in one phase shall be done in the Conference Hall of the Divisional Delegation of Public Contracts NYONG AND SO’O at MBALMAYO situated opposite the Senior Divisional Officer’s office (Road leading to Government Bilingual High School) on the 23/02/2017 at 1 p.m presided by the NYONG AND SO’O Competent Divisional Tender Board, in the presence of the bidders or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity.
A. Eliminatory criteria
a. Administrative documents
- 1) Absence of an administrative document;
2) Falsified document;
3) Non conformity of bid bond;
4) Any of the administrative documents not in conformity with exception of the bid bond after a regulation timeframe of 48 hours.
b. Technical file
1) False declaration, forged or scanned documents;
2) Technical assessment mark lower than 70%.
c. Financial file
1) Incomplete financial offer;
2) Omission of quantified unit price in the financial file.
B. Criteria of qualification of technical offer
- The criteria prescribed in the particular rules of the tender file (DAO) and relative to the qualification of the candidates shall be assessed along the following lines:

Only the financial offer of the bidders whose technical offer shall obtained a percentage of “Yes” greater or equal to 70% shall be examined.
The jobbing order shall be awarded to the bidder whose bid:
1) Administrative shall be judged conformed;
2) Technical shall be judged conformed and shall obtain a percentage of “Yes” greater or equal to 70%;
3) Financial after corrections in conformity with the dispositions of RPAO of the unit price breakdown, unit price schedule and bill of quantities estimates shall be judged conformed to the dispositions of CCTP and classed the lowest bidder.
The bidders shall remain committed to their offers during a period of sixty (60) days from the deadline set for the submission of bids.
