1.Objet New(Additif)

Within the framework of the Public Investment Budget 2017, the Divisional Delegate of Public Contracts for the Kupe- Muanenguba Division, Contracting Authority, hereby launches an Open National Invitation to Tender N°: 001/ONIT/DDMINMAPKM/KMDTB/SWR/2017 OF 25/01/2017 CONSTRUCTION OF SOME SCHOOLS WITHIN NGUTI MUNICIPALITY.

  • LOT 01: CONSTRUCT A BLOCK OF TWO (02) CLASSROOM AT GS MUNGO NDOR
  • LOT 02: CONSTRUCT A BLOCK OF TWO (02) CLASSROOM AT GS NZELETED
2.Consistance des prestations New(Additif)

The works comprise the output of the preliminary studies carried out and the detailed informations provided in the technical specifications.

3.Cout Prévisionnel New(Additif)

The estimated cost alter preliminary studies                             -

  • LOT 01: 17,000,000 FCFA
  • LOT 02: 17,000,000 FCFA
4.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

SITE VISIT:
It is important for all bidders to visit the site before tendering.

5.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget of the 2017 financial year; Budget Head No:

Interested eligible bidders may obtain furtherinformation during working hours as from the date of publication of this tender notice, et the Divisional Delegation of Public Contracts Office BANGEM, Service of award of Contracta Tel:(677-61-25-24) (670-39-8748-90)

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Service of award of Contracts, Divisional Delegation of Public Contracts Office BANGEM upon presentation of a treasury receipt attesting to the payment of a non refundable sum of

  • LOT 01:35,000 FCFA.
  • LOT 02:35,000 FCFA at the  Nguti Council Treasury or Divisional Treasury of Bangem.

NOTE: Each lot stands as a separate document, as such shall be treated as a file on its own.

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Service of award 23/02/2017 at 10 a.m. local lime and labeled.

  • Enveloppe A : Administrative Document;
  • Enveloppe B : Technical Document ;
  • Enveloppe C : Financial Document.

These three (03) envelopes shah be put in the forth envelope and shah be the only one to have the label mentioned below

9.Delai de Livraison New(Additif)

The maximum period provided for the execution of the works is fixed at three (03) rnonths for each of the Lots

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of:

  • LOT 01:340,000 FCFA.
  • LOT 02:340,000 FCFA.

It is set at 2 % of the estimated ainount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened.

11.Recevabilité des Offres New(Additif)

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender. They must obligatorily be not older than three (3) months preceding the date of submission of bids.

Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

12.Ouverture des Plis New(Additif)

The bids shah be opened in a single phase on 23/02/2017 at 11 am local time by the Tender Board of the Contracting authority in the Conference Hall of the Divisional Delegation of Public Contracts Office BANGEM, in the presence of, the bidders or duly authorized representatives having full knowledge of the file.

13.Critères d'évaluation New(Additif)

ELIMINATORY CRITERIA

Bids shall be rejected when:

  • Absence of bid bond or any administrative document
  • False declaration or forged document
  • Absence of quantified unit price)

 ESSENTIAL CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

  • Turnover at least: 20,000,000 FCFA  Yes / No
  • Access to credit or other financial sources at least 15,000,000 FCFA  Yes / No
  • Enterprise's references   Yes / No
  • Availability of material and essential equipment   Yes / No
  • Experience of supervisory staff  Yes / No

NB: the marking scale for offers by award of points is banned in favor of the binary method (Yes or No).

14.Attribution New(Additif)

The contract shall be awarded to the qualified bidder with the lowest financial offer.

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
