The Mayor of the municipality of EBEBDA launches, within the framework of the implementation of the 2017 Investment Budget, a National Open Tender for the execution of the rural electrification works of the village NKOL-ELOUGA (PAR POLO) in The Municipality of EBEBDA.

The works, which are the subject of this call for tenders, concern the implementation of the rural electrification works of the village NKOL-ELOUGA (PAR POLO) in the Borough of EBEBDA. These consist essentially of supplies and their full implementation of single-phase MV, single phase MV / LV single-phase, single-phase BT and single-phase transformer substations. This work is divided into one (01) lot according to the table below:

Participation in this call for tender is open to Cameroonian companies with competence in the field.

The works, objects of this Invitation to Tender are financed by the Public Investment Budget for the financial year 2017.

The maximum period of performance of the contract shall be three (3) calendar months. This period includes normal periods and those affected by various weather conditions. It runs from the date of notification of the Order of Service to begin the benefits.

Each tenderer must attach to his administrative documents a tender security (in conformity with the model in Annex 8.1) drawn up by a first-rate bank approved by the Ministry in charge of finance and listed in DAO Exhibit 12, d An amount of eight hundred thousand (800,000) CFA francs and valid for 30 days beyond the original date of validity of the bids.

In the event of rejection of the offer, the other administrative documents required (valid) must be produced in original and certified copies by the issuing department or an administrative authority, in accordance with the provisions of the Particular Regulations of the Appeal Of Offers.

They must be valid and dated less than three months before the date of submission of tenders or have been established after the date of signature of the invitation to tender.

Any tender which does not comply with the requirements of this notice and the Bidding Documents will be declared inadmissible. In particular, the absence of the tender security issued by a bank of the first order approved by the Minister in charge of finance or failure to respect the models of the documents in the tender documents will lead to the rejection of the tender.

The opening of the folds will be done in one time. The opening of the administrative documents, technical and financial offers will take place on 20 FEBRUARY 2017 at 12 am, by the Internal Procurement Commission (CIPM) of the municipality of EBEBDA, at the hall of the Municipality of EBEBDA .

Each tenderer may attend this opening session or be represented by a person of his choice who has full knowledge of his tenders.

Elimination criteria:

-        incomplete administrative records or non-compliant administrative documents;

-        incomplete technical file;

-        incomplete financial records;

-        omission of a quantified price in the price schedule;

-        any false or misleading statement found in the file;

-        absence or non-conformity of the tender security.

Essential Criteria:

The evaluation of technical offers will be made according to the binary system (yes / no) on the basis of the following essential qualification criteria:

(A) Turnover;

(B) Access to a line of credit or other financial resources;

(C) Company references;

(D) Site equipment to be mobilized;

(E) Supervisory staff;

(F) Technical proposal;

G) Presentation of the offer;

H) Site visit report

Only tenders which have obtained 27 YES out of 38 for the analysis of the technical offers will be accepted for the analysis of the financial offers.

The Mayor of the Municipality of EBEBDA, Client will award the contract to the tenderer whose bid has been evaluated the least (not abnormally low) and deemed in conformity with the Bidding Documents.

Tenderers shall remain bound by their tenders for a period of 90 days from the date fixed for the submission of tenders.

Additional technical information may be obtained, during working hours, from the Head of the Market Department or from the Technical Services of the Departmental Delegation of the LEKIE MINEE, as soon as this notice is published.
