The Mayor of the Municipality of Ebebda, Contracting Authority, in the framework of the execution of the construction, improvement and renovation works for the works of art for the Fiscal Year 2017, Offers National Open in emergency procedure for the execution of construction works and rehabilitation of culverts on certain rivers of the Ebebda District, Lekie Department in 4 indivisible lots.

The work includes the following tasks, the list of which is not exhaustive:

-  Brush clearing;

-  Slaughter;

-  The demolition of works;

-  The purge ;

-  clearing the bed of the watercourse;

-  Construction of reinforced concrete soles;

-  The construction of two abutments in stone masonry;

-  Construction of the IPE 400 mixed apron and planks;

-  Safety beacons in concrete;

-  The signposts.

This call for tenders is open to all companies with Cameroonian rights of public works, justifying technical and financial capacity for the realization of the objects of this Invitation to Tender.

The works, subject of this call for tender are financed by the MINADER Public Investment Budget for the financial year 2017 (resources transferred to the Municipality of Ebebda).

As soon as this notice is published, the tender dossier can be consulted during working hours at the Secretariat of the Internal Procurement Commission at the Municipality of Ebebda, Tel. : 652 20 11 38.

The tender dossier may be obtained from the General Secretariat of the Municipality of Ebebda, upon publication of this notice, against payment (delivery of the original of the receipt of payment) of a non-refundable sum of fifty thousand FCFA (50,000 francs), payable to the Municipal Revenue.

Each tender written in French or in English in seven (07) copies of which one (01) original and six (06) copies marked as such must reach the Secretariat of the Internal Commission of the Municipality of Ebebda no later than 20 FEBRUARY 2017 at 11 am and shall bear the words:

The maximum period of execution envisaged by the Employer for the execution of this work is three (03) months from the date of notification of the service order to start work.

Each Bidder must attach to its administrative documents a bid bond drawn up by a bank of the first order approved by the Ministry of Finance and listed in Exhibit 12 of the DAO in the amount of:

and valid for thirty (30) days beyond the date of validity of the bids.

In the event of rejection, the administrative documents required must be imperatively produced in original or photocopies certified by the issuing department, or an administrative authority (Prefect, Prefect, ...) in accordance with the stipulations of the Particular Regulations of the Appeal d ' Offers.

They must be dated less than three (3) months before the date of submission of tenders or have been established after the date of signature of the notice of invitation to tender.

Any tender which does not comply with the requirements of this Notice and the Bidding Documents will be declared inadmissible. Notably the absence of the bid bond issued by a bank of first order approved by the Ministry of Finance or the non-respect of the models of the documents of the Bidding Documents, will lead to the rejection of the Offer.

The opening of the folds will be done in one time. Opening of the administrative, technical and financial documents will take place on 20 FEBRUARY at 12.00 hours by the Internal Procurement Commission of the Municipality of Ebebda in the Proceedings Room of the Municipality of Ebebda.

Only Bidders may attend or be represented by a person of their choice.

A) Main eliminatory criteria:

The elimination criteria are as follows:

-  Administrative records incomplete (subject to the provisions of point I.1 of Circular No. 002/CAB/PM of 13 January 2011 on improving the performance of the public procurement system)

-  False statement or presence of a falsified piece;

-  Absence of management staff (construction supervisor and site supervisor);

-  Incomplete technical or financial record;

-  Lack of financial capacity of at least 20,000,000 CFA francs;

-  Omission of a quantified price in the financial offer (BPU, SDPU or DQE);

-  Absence of the tender bond signed by the branch manager of the bank concerned.

-  Failure to comply with at least 80% of the essential criteria (technical score at least equal to 12/15).

B) Main Qualification Criteria

The criteria for qualification of candidates will relate to:

1. Presentation of the Offer: color dividers;

2. The turnover of the current license: at least equal to 50,000,000 CFA francs;

3. Certificate of inspection of the premises signed by the General Manager of the company (attached model) including photographs;

4. Supervisory staff (work supervisor, ITGC or equivalent ≥ 3 years of experience at least, construction supervisor: TSGC or equivalent ≥ 5 years of experience at least, administrative and financial manager: LAC or more) . Attach a certified copy of the diploma less than three (3) months;

5. Report on site visit;

6. Company references (similar contracts executed during the last two years with a cumulative minimum value of 48,000,000 CFA francs);

7. Proof of acceptance of the contract clauses (CCAP and CCTP initialed and signed);

8. Material of the company (material and logistics to be mobilized for the construction works).

The Mayor of the Municipality of Ebebda will award the contract to the bidder submitting the lowest bid and with the technical and administrative capacity required.

Tenderers shall remain bound by their tenders for ninety (90) days from the closing date for the submission of tenders.
