The Center Regional Delegate of Publics contracts, Contracting Authority hereby launches on behalf of the Mayor of Mbandjock, Project Owner, an open national invitation to tender for the construction of the Center for the Promotion of the Woman and the Family Mbandjock in the Upper Sanaga Division, Center Region.

The works involve the following tasks inter alia:

  • Preparatory works;
  • Excavations;
  • Foundations;
  • Inclination masonry;
  • Roofing framework;
  • Metal fittings;
  • Woodworks;
  • Sanitary & plumbing;
  • Wiring (electrification);
  • Surface coating-painting;
  • Road maintenance and diverse Networks.

The involvement in this invitation to tender is open with equal conditions to Cameroon-Law related firms and companies experienced in Building and Civil Engineering.

By this invitation to tender, interested companies are called upon to provide authentic information which will be useful for the choice of those that can meet the needs of the required service after an in-depth and objective appraisal of their application files.

6.Financement New(Additif)

Work which form the subject of this invitation to tender is financed by the Public Investment Budget of the Ministry for the Promotion of the Woman and the Family, 2017 financial year under budgetary at an estimated cost of ninety-three million (93 000 000) F CFA.

8.Acquisition du Dossier New(Additif)

The tender file may be acquired at the Center Regional Delegation of Public Contracts, precisely located at Omnisport after the Regional taxation office opposite BUCREP, second floor, door 226 Tel/Fax: 222 21 81 49 upon publication of this invitation to tender and presentation of a receipt attesting to the payment of a non-refundable sum of CFA F eighty thousand (80 000) F CFA into the concerned municipality’s account. This amount represents the file’s purchase fee.Upon submission, each tenderer must register his/her complete address: post box, telephone, fax & email

Tenders presentation

The documents include in the tender application must be classified in three different envelopes which must be sealed later. The following framework must be taken into consideration:

  • Envelope A must contain the administrative documents (Volume 1);
  • Envelope B must contain the technical proposal(Volume 2);
  • Envelope C must contain the financial allocation (Volume 3).

The above-mentioned tenders presented as such will be inserted in a simple envelope bearing only the main tender references. This one must also be closed and sealed for confidentiality. The different documents of each tender should be numbered in accordance with the tender file order and separated by some interpolated sheets of the same colour.

Each tender drafted in English or French in seven (7) copies, one (01) original and six (06) copies marked as such, sealed against a receipt must reach the Regional Delegation of Public Contracts for the Centre, no later than 13th february 2017  at 12 0’clock local time and shall be labeled as :

10.Delai de Livraison New(Additif)

The execution deadline sets by the Project Owner is six (06) calendar months. This period includes the Rainy seasons, weather and some other factors with effect from the day of works’ notification; signing’s date of the contract.

12.Recevabilité des Offres New(Additif)

Each applicant will include in his administrative file a deposit  (in compliance with the model attached) issued by a first- class banking institution approved by the Ministry in charge of Finance and whose list features in Document 12 of the tender file, and valid for thirty (30) days with effect from the tender- validity deadline. The deposit’s amount stands at one million eight hundred thousand (1 800 000) F CFA.

 Lest they be rejected, should compulsory be submitted only the originals and copies of the other required administrative documents (valid) certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation.

They must date less than three (03) months and valid on the day of the tender disclosure.

13.Ouverture des Plis New(Additif)

Tenders disclosure will be done in one stage on than 13th february 2017 at 1.00 pm prompt at the meeting Hall of the Center Regional Delegation in the presence of the applicants. Only tenderers may attend the opening session or have themselves represented by a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.

 Application deadline

Tender applicants will have twenty (20) days to apply upon publication of this notification.

14.Critères d'évaluation New(Additif)

Tender evaluation will be done in three (03) stages:

  • First stage: Verification of the conformity of the administrative file
  • Second stage: Technical appraisal of the administrative tender attested as regular.
  • Third stage: Verification of the financial offer of those companies whose the tender files have been previously admitted as far as technical and administrative stages are concerned.

The tenders’ evaluation criteria are the following:

13.1 Eliminatory criteria

a)   Incomplete or non-compliant administrative file; (subject to the dispositions of point 1.1 of Circular no002/CAB/PM of 31st January 2011 relating to the amelioration of the Public Contracts System);

b)     False declaration or forged document, (the Tender Board or Contracting Authority reserves the right to verify the authenticity of any documents in doubts);

c)      False declaration or forged document;   

d)      Absence in the technical proposal of a column indicating the organization, planning and understanding of the project;

e)      Failure to score at least 90% of the total essential criteria;

f)        Non registration of the Foreman into the National Order of Civil Engineers;

g)      Incomplete financial tender;

h)     Omission of a quantified unit price from the price schedule;

i)       Absence of a sub-detailed price;

j)       Lack of financial capability at least equal to one third (1/3) of the overall cost of the project.

 

13.2 essential criteria

Assessment of the technical proposal will be carried out on the basis of the 26 main criteria shared as follows:

a) Qualification and experience of personnel in the project on 06 points;

b) Availability of materials and the essential ones on 08 points;

c) Methodology of execution-execution date line on 02 points;

d) The company’s references on 10 points.

15.Attribution New(Additif)

The Center Regional Delegate of Public Contracts, Contracting Authority awards the contract to the applicant whose file, technically skilled, assessed and appealing with the lowest bid deemed to be and substantially in accordance with the tender file.

In an unsuccessful case, the Contracting Authority reserves the right to award more than one lot to the same tenderer.

16.Durée Validité des Offres New(Additif)

Applicants will be bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.

Further technical information may be obtained during working hours at the Center Regional Delegation of Publics Contracts located at Omnisport after the Regional taxes office beside the BUCREP, second floor, door 226 Tel/Fax : 222 21 81 49. Any attempt to corrupt or malpractices with evidence should be signaled or reported either by sms or in writing to Minister Delegate at the Presidency in charge of Public Contracts with copy to the President of National Anti-Corruption Commission and the Center Regional Delegate of Public Contracts to the following numbers: 673 20 57 25 and 699 37 07 48.
