Within the framework of the implementation of its 2021 approved MINEPIA activities, the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender N° 003/21/ONIT/SOWEDA/SITB/MINEPIA-PIB of 14/06/2021 for the Supply and Installation of Feed Mill Equipment at the Zootechnical Centre in Ombe, Tiko Sub- Division — Fako Division, South West Region, By Emergency Procedure.

The services related to this activity shah comprise the Supply and Installation of Feed Mill Equipment at the Zootechnical Centre in Ombe, Fako Division - South West Region as authorised by Letter N° 000001198/L/ MINEPAT/SG/DGEPIP/DPIP/SDS/1E3/ABA of 15/03/2021. The equipment shall be inter-linked and installed to function as a mill.

The estimated cost of this tender is: FCFA 13,000,000 (thirteen million), taxes inclusive.

Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are experienced in the Supply and Installation of Equipment which fulfill the requirements of this invitation to tender.

The supplies which are subject of this invitation to tender shall be financed by the 2021 Budget of MINEPIA: Line 55 31 406 09 / 330002 2813.

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7-.30 a.m. to 3.30 p.m.).

The tender file may be obtained from the same address above, as soon as this notice is published against payment of the sum of 20,000 (twenty thousand) francs CFA, payable into the CAS-ARMP Account opened in any BICEC Bank Branch.

The maximum deadline provided for the supply and installation of the various items that are subject of this tender is fixed at 01 (One) month. The items shall be delivered and installed at the Zootechnical Centre in Ombe.

Each bidder must include in their administrative documents a bid bond issued by a first rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File and valid for thirty (30) days beyond the date of validity of bids amounting to FCFA 260,000 (two hundred and sixty thousand francs).

The bids shall be opened in a single phase on 08/07/2021 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board_ Only bidders may attend or be represented by a duly mandated person.

• False declaration or falsified document
• ·3 Non-compliance with more than 30% of the technical specifications of the equipment

v  Absence of quantified unit price

ü  Non-compliance with tender model

v  Absence of prospectus accompanied by the technical photos/diagrams from the manufacturer ••r Financial capacity below 50% of the amount of the project;

• ·I• Absence of declaration of non-abandonment of a public contract during the last three years

14.2: Essential Criteria

The following binary mode of evaluation shah be used:

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidd

Bidders shall be bound by their bids for a period of 90 (ninety) days effective from the date of opening of bids.
