L'ouverture des offres aura lieu le 14/06/2019 à 15 heures par la Commission Interne de Passation des Marchés de la Commune d’Akono dans la salle des actes de la Mairie d’Akono.

• Absence de la caution de soumission à l’issue de la séance de dépouillement ;
• Présence de documents falsifiés, scannés ou de faux documents dans le dossier de soumission ;
• Obtention de moins de 70% à l’évaluation des critères essentiels

• Eliminatory criteria

  • Absence of an administrative document;
  • Absence or non conformity of the content of “TECHNICAL BID” or “FINANCIAL BID” with regards to the documents required in the Special Regulations of the Invitation to Tender;
  •  Presence of falsified or scanned documents in the Tender File;
  •  Insufficient Financial Capacity or the omission of the quantified price sub-detail schedule list on the list of Unitary Prices;
  •  Obtention of 3 “NOs” at the essential criteria evaluation or non validation of criteria related to the References of the enterprise or the qualifications of the personnel in the project site.
  11.2-Essential criteria
  Evaluation of essential qualification criteria will be binary (Yes/No) and based on the following criteria:
  - The Attestation and site visit report signed by the bidder;
  - Presentation of Tender Bids
  - The enterprise’s references in relation to construction and/or rehabilitation of infrastructures;
  - The availability of materials, personnel and essential equipment;
  - Qualification and the experiences of the workers/technicians;
  - Methodology, planning and deadline of the execution of the project.
   
  N.B.: Any essential criteria shall be validated (Yes) only if all the related sub-rubrics are also validated 75% (Yes).

- Main criteria of qualification:
13.1 Elimination Criteria

• Incomplete administrative file after 48 hours of additional delay

• Absence of the bid bond at the end of the counting session;
• Falsified documents, scanned documents or false documents in the submission file;
• Achievement of less than 70% in the evaluation of essential criteria.

13.2 Essential qualification criteria
The essential criteria will be evaluated in a binary way (yes or no). The essential criteria relating to the qualification of candidates relate to:
1) Certificate of site visit
2) References of the company
3) Qualification and experience of staff
4) Proposed materials
5) Methodology, planning and delay
6) Financial capacity
7) Work Execution Program
8) CCAP duly initialed on all pages, completed, dated, signed and stamped on the last page;
9) CCTP duly initialed on all pages, dated, signed and stamped on the last page.
