Within the framework of the FEICOM Budget 2016, the MAYOR OF KUMBA II, Contracting Authority, hereby launches an Open National Invitation to Tender (BY THE EMERGENCY PROCEDURE) on behalf of the Minister of Public Works THE CONSTRUCTION OF OPEN SHEDS MARKET, A PARKING LOT, AN ADMINISRATIVE BLOCK AND A BLOCK OF 10 TOILETS AT KOSALA MARKET IN KUMBA H COUNCIL
The works comprise the following:
- Preparatory works,
- Earth works,
- Foundation works,
- Masonry/ elevation works
- Carpentry, roofing and ceiling works,
- Metallic and wood works,
- Electricity works,
- Painting works,
- External drainage works(VRD),
The estimated cost of the operations following prior studies stands at seventy two million vine hundred thousand francs CFA, (72.900.000CFA) for the work
tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.
Works of this invitation to tender shall be financed by FEICOM Budget of the 2016 financial year.

The complete tender in English and French file may be obtained from the Secretariat of the Mayor's office of Kumba II council upon presentation of a Municipal Treasury receipt attesting to the payment of a non-refundable sum of FORTY Thousand (40, 000) FCFA.
Each bid drafted in English or French in Seven (07) copies including one (01) original and six (06) copies marked as such reach teh Secretariat of the Mayor of Kumna II Concil, against a recipt not later than 27/02/2017 at 10:00 am local time in three (03) distinct envelopes which shall be labelled as following;
- Envelope A : administrative documents
- Enveolpe B :technical offer
- Envelope C :financial offer
These three (03) enveolpes will be put in a fourth one which shall be labeled imperatively as follows:

To be opened only during the bid opening session.
The maximinn period prévided for the execution of the workS by the contracting Authority is fixed at : (03) months
Each bidder must inclthie in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire j'Our l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of: ONE MILLION FOUR HUNDRED AND FIFTY EIGHT THOUSAND (1,458,000) FCFA with a validity period of-ninety (90) days frOm thé date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shah lead to outright rejection of the bid without any possibility of appeal.
The bids shah be opened in a single phases, on the 27/02/2017 at 11:00am, local time by the
Tenders Board of the Contracting Authority in kumba II conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney), and will be evaluated by the sub commission on a later date
Any bid not meeting with the i-equirements of the Tender File will be declared inadmissible. The eliminatofy criteria are identified as follows:
- Forged documents in the Tender Files;
- History of bad execution of siinilar works or on-gqing legal suit with Government;
- Lack of any Administrative Document or false Administrative Document.
- Absence of attestation of site visit signed by the contractor
- Non respect of models of Tender file;
- Knowledge of on-going execution of more than two (02) other jobs.

The non-respect of three (03) criteria out of seven (07) shah cause the elimination of the bid.
The contract shah be awarded to the bidder with the lowest realistic financial offer having the aechnical and administrative files which are in conformity with the tender document/file.
Bidders shah be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
