Within the framework of the 2017 Public Investment Budget, the mayor of Kumba II council on behalf of the Minister of Agriculture and Rural development hereby launches an Open National Invitation to Tender by emergency procedure FOR THE REHABILITATION OF AGRICULTURAL ROAD OF FARM TO MARKET ROAD FROM CHIEF EPIE TO MATOH

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost aller preliminary sludies is 10 000 000 FRS.

Participation is open to duly legalized Cameroonian Enterprises that fulfill requirements of this invitation to 'tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2017 financial year budgetary head^‑

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of Ulis invitation to tender is three (03) moulais.

Each bidder must include in his administrative documents, a bid bond issued by a fu^-st-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, of an amount of 200 000 CFAF and valid for thirty (30) days beyond die date of validity of bids

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of die documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.
Any bid not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by die Ministry in charge of Finance or the non-respect of the models of the Tender File documents shah lead to outright rejection of the bid without appeal.

The bids shah be opened in a single (01) phase on the 28/02/2017 at 01pm local time by the Tenders Board of die Contracting Authority in the Conference Hall of the Kumba II council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria

• A bid shah be rejected if:
• It lacks any Administrative document;
• The technical score is fess than the minimum required; (70%)
• It has any fake or forged document;
• It lacks any quantified unit price;
• It carnes any false information.

Main Qualification criteria

The criteria for qualification of candidates should be on the following:

• Access to credit or other financial sources (10 million francs at v least) Yes / No
• References of similar jobs; Yes / No
• Availability of material and essentialequipment Yes / No
• Experience of supervisory staff Yes / No
• Experience of supervisory staff Yes / No
• Methodology Yes/No
• Turnover as in business license above or equal to 7.5 million francs CFA;
• Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contract shall be awarded to the contractor fulfilling die technical and financial conditions

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
