Within the framework of the execution of the Public Investment Budget (PIB) for the year 2021, the Mayor of NGWEI council, Contracting Authority, hereby launches an invitation to tender, in the emergency procedure, an Open National Invitation to Tender, For the maintenance works Council road Inter R0102(Ndokok-pubi) -bridge Sahan-Inter N3(12,90km) in NGWEI Council, Sanaga-Maritime Division, Littoral Region:
The works subject of this tender include:
The estimated cost of the operation following prior studies stands at one hundred forty-four millions three hudred nineteen thousand eight hudred and eighty four (144 319 884) francs CFA
The works are constituted in one lot.
Participation in this invitation to tender is open to Cameroonians Enterprises who are not excluded from public command.
Works which form the subject of this invitation to tender shall be financed by Public Investment Budget MINTP of the 2021 financial year Ligne Road Fund;

EMERGENCY PROCEDURE
For the maintenance works Council road Inter R0102(Ndokok-pubi) -bridge Sahan-Inter N3(12,90km) in NGWEI Council, Sanaga-Maritime Division, Littoral Region.
“To be opened only during the bid-opening session”
The maximum execution deadline provided by the Project Owner for the execution of the works subject of this tender shall be four (04) months.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of the tender file of an amount of two millions eight hudred eighty two thousand and eight hudred (2 882 800) CFA and valid for thirty (30) days beyond the original date of the validity of the offers.
Under pain of rejection, the administrative documents required, must be produced in originals or true certified copies by the issuing service in accordance with the Special Conditions of the invitation to tender. They must not be older than three (03) months preceding the original date of submission of bids of the tender notice.
The bids shall be opened in a single phase.
The opening of the administrative documents, the technical and financial offers shall take place
on the 25th November 2021 at 12 AM o’clock latest in the single phase by the Tenders Board attached to the contracting authority in Conference hall of Ngwei Council. Only bidders may attend or be duly represented by a person of their choice.

The criteria of qualification of the candidates will focus on:
Failure to respect at least 35/46 of items leads to the elimination of the Offer in accordance with evaluation rubrics.
The Contracting Authority shall award the contract to the bidder owner whose Offers are administratively conformed, technically eligible, and financially evaluated as the lowest.
Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
