Within the framework of the FEICOM AND NKONGSAMBA IIICOUNCIL BUDGET 2021, the Lord Mayor of NKONGSAMBA III Council, Contracting Authority, here by launches with urgency, an open national invitation to tender for the construction work Of fence and layout of outdoor spaces including restaurant and relaxation room in Nkongsamba III council, Nkongsamba III subdivision, Moungo Division, Littoral Region.

The works subjects of this contract include:

• Preliminary works;
• Earthworks;
• Foundation;
• Masonry elevation;
• Framework and roofing;
• Carpentry;
• Electric installation;
• Painting;
• Various networks.

The estimated cost of the operation is 155 550 706 (One hundred and fifty-five million, five hundred and fifteen thousand seven hundred and six) CFA francs.

The works shall be divided into one (01) single lot.

Participation in this invitation to tender is open to all enterprises of concerned with Cameroonian law that fulfill the required administrative, financial and technical capacities.

Works which form the subject of this invitation to tender shall be financed by the FEICOM AND Nkongsamba 3ème COUNCIL BUDGET of the 2021 financial year;

Each offer drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach Internal Organ for Administrative Management of Public Contracts of  the Nkongsamba 3 City Council, P.O. Box 796; Phone : 651 04 14 61/656 19 04 79no later than 07/12/2021 at 12 am, local time, and carry the inscription:

FOR THE CONSTRUCTION OF THE FENCE, RESTAURANT AND RELAXATION ROOM INCLUDING LAYOUT OF OUTDOOR SPACES IN NKONGSAMBA III COUNCIL, NKONGSAMBA III SUBDIVISION, MOUNGO DIVISION, LITTORAL REGION
“TO BE OPPENED ONLY DURING THE BID-OPENING SESSION”

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be six (06) months as from the date of notification of the Service Order indicating the starting date of works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the in document 12 of the tender file of an amount of 3 111 014 (Tree million one hundred eleven thousand fourteen) francs CFA, and valid for thirty (30) days beyond the original date of the validity of the offers.  

Under pain of rejection, the administrative documents required, must be produces in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer …) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of tender file shall be declared inadmissible. Especially, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase, on 07/12/2021 the at 1 a pm, local time, by the Nkongsamba 3 City Council Internal Tenders Board, at the Nkongsamba 3 City Hall
Only bidders may attend or duly represented by a person of their choice.

The evaluation of offers must be done in three levels: administrative, technical and financial, through the eliminatory criteria and essential criteria following binary method of “Yes” or “No”.

Eliminatory criteria:

The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender. They should not be marked. They should be determined depending on the nature and the content of works to be executed.

They are in particular:

• absence of a single administrative document 48 hour after the  opening of bid;
• declaration of not abandon of chantier;
• omission of a quantified estimated unit /price;
• used of non authentic document;
• false declaration or fraudulent document;
• absence of provision of submission
• non conformity of the submission model;

• Non acceptation tems of contract (projet of contract non paraphed,  signed and date) ;

Essential criteria:

The essential criteria are the fundamental or key ones that will help to measure the financial and technical capacity of candidates wishing to execute the works subject of the tender. They are:

• General presentation of the offer;
• Experience of the enterprise;
• Qualification and experience of the supervisory personnel;
• Availability of essential equipment and materials;
• Methodology (organization, planning, realization,…), adopted in executing works;
• Financial capacity.

At the end of the technical evaluation, the financial bids of tenders who have not been eliminated will be evaluated. The financial evaluation will be based on the presentation of documents following the specifications of the tender file and on the corrected amount of the bidder’s offer. It will consist in the analysis of the coherence in prices, as well as the verification of the calculations and the totals, and all the related prescriptions.

The award of the contract shall be done to the bidder having presented offers in conformity, administratively, technically and financially, and evaluated as being financially the lowest bid.

Bidders will remain committed to the offers for ninety (90) days, from the deadline set for the submission of tenders.
