Within the framework of the 2021 Budget FEICOM / NKONGSAMBA 3 COUNCIL, the Mayor of Nkongsamba 3 Council, Contracting Authority, hereby launches on behalf of Nkongsamba 3 Council, an open national invitation to tender for the ACQUISITION OF EQUIPEMENT OF NKONGSAMBA 3 CITY COUNCIL, IN MOUNGO DIVISION, LITTORAL REGION

The services of this contract include for each lot: ACQUISITION OF EQUIPEMENT OF NKONGSAMBA 3 CITY COUNCIL, IN MOUNGO DIVISION, LITTORAL REGION.

Participation in this invitation of tender is opened to Cameroonian Law Firms that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.
NB: Howere companies having work abandoned or in progress will not be to take part

Services subject of this consultation are financed by the Budget FEICOM /CAN3e, exercise 2021.

The file maybe obtained at Nkongsamba 3 council, technical service as this notice is published, after presentation of original of a receipt for payment of anon-refundable sum of 100 000 CFA francs (one hundred thousand F CFA) at public treasure payable at the Municipal Receipt of Nkongsamba 3 council.

Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should reach to the Nkongsamba 3 council, not later than 07/12/2021 at 12 O’CLOCK local time and should carry the inscription:

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be sixty (60) days, as from the date of notification of the service order to start the works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of one million (1 000 000) F CFA everyone, valid for ninety (90) days beyond.
Under threat of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
The must be establish before opening invitation tender publication.

The bids shall be opened at once. Both administrative documents, technical and financial offers shall be do opened on 07/12/2021 that 1 PM by the Tenders Board attached to the in the Conference hall of the Nkongsamba 3 Council.
Each bidder may attend the opening session or may be represented by a person of his choice, heaving an expert and excellent knowledge of the offers.

Main Eliminatory Criteria:
a)      - Absence of a bid bond
b)      Absence of one document of Administrative BID after 48 hour after the opening of Administrative BID;
c)       Non conformity after 48 hour after the opening of BID of one document of Administrative BID;
d)      False declaration in the Tender file of the Bidder no matter the file ; For This effect the contracting authority and ITB has the reserves and right to authentify all the documents which seems not to correct.
e)      Non acceptance of contract such as  (CCAP and CCTP not paraph, not signed and dated at the end)  ;
f)        Technical bid:
-          Non satisfactory of 8 Yes /12 or less than 75%of Essential Criteria Contracts
g)      The use of fraudulent, scanned or non-conform documents (Exposes Under the dispositions of point I.1 of the Circular N°002/CAB/PM of 31 January 2011 relative to the amelioration of performance of the system publics contracts).
h)       Absence of quantity  price
i)        Modification of a bill of quantity.
Main Qualification criteria :
            The criteria relating to the qualification of candidates could indicatively be on the following:
-          Turnover                                                                                                          
-          Access to a credit or other financial resources                                     
-           Supplier’s references                                                                                     
-          Availability of material and essential equipment                                          
-          Authorisation of manufacturer                                                                         
-          After-sales service
-          Availability of spare parts                                                                                         
            Any of Those criteria shall cause the elimination of the offer.

The Mayor of Nkongsamba 3 council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not abnormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents. 

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
