Within the framework of the building works of two classrooms block in some government secondary
schools of the Mayo-Danay Division, the Mayo-Danay Divisional Delegate of Public Contracts,
Contracting Authority, hereby launches an Open National Invitation to Tender In emergency Procédure
for the Ministry of Basic Education.

The Works, object of this national invitation to tender comprise the following tasks inter alia:
• Preparatory works;
• Excavations ;
• Foundations;
Inclination masonry;
Roofing framework;
Metal fittings;
Wiring;
Painting;
Road maintenance and diverse networks.

The estimated cost of the opération following prior studies stands is Ninety million (19 000 000) Fcfa

Participation in this invitation to tender is open to companies of Cameroonian Nationality which possess
the required légal, financial and technical abilities.

Works which form the subject of this invitation to tender shall be financed by the Council Budget of
the 2017 flnancial year; Budget Head:

The file may be obtained from the Divisional Délégation of Public Contracts of Mayo-Danay in Yagoua at the contract award service as soon as this notice is published against payment of a non-reflindable sum of Thirty five thousands (35 000) Fcfa francs payable at the public treasury.

The offers draffed in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Divisional Délégation of Public Contracts of Mayo-Danay in Yagoua not later than 13/02/2017 at one (1) o'clock PM and should carry the inscription:

NB: Beyond the submission's deadiine, any tenders will no longer be received.

The maximum exécution deadline provided for by the Project Owner or Delegated Project Owner for
the exécution of the works subject of this tender shall be three (03) months.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certifled by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Spécial Conditions of the invitation to tender. They must not be older than three preceding the original date ofsubmission of bids (3) months or must not have been established after the signing of the tender notice. Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be declared in admissible. Especially the absence of a bid bond issued by a fïrst-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase.
The opening ofthe administrative documents, the technical and flnancial offers shall take place on 13/02/2017 at two (2)o'clock by the Tenders Board attached to the Contracting Authority in the Divisional Délégation of Public Contracts of Mayo-Danay's hall.
Only bidders may attend or beduly represented by a person of their choice

Eliminatory criteria
The main relative criteria to the élimination of the offers of the candidates are defined like below:
a) Uncompleted documents;
b) Absence of tender security;
c) Falcificated documents.
14.1.2: Technical proposal
a) Incomplet documents;
b) False déclaration, falcificated or scanned
c) Non-conforty of technical spécifications (sub-detailed price,quantified unit; price);
d) Failure to meet at least twenty (20) out of the twenty-six (26) essential criteria.
14.1.3 Financial offer
a) Incomplète financial offer;
b) Non-compliant documents;
c) Omission of a quantified unit price in the financial offer;
d) Absence of a sub-detailed price;
e) Unrealistic and erroneous sub-detailed price.

3. The references of the enterprise in the similar realizations; yes/no
4. Theexperience of the technical framing staffon the yard (Personal of the yard); yes/no
5. The essential materials (Truck skip, Kids tooling of yard and Vehicle of link); yes/no
6. The technical proposition: (Installation of the yard, organization chart of yard,; Organization of the teams, Measures of hygiene); yes/no
7. A déclaration on the tenderer's honour, signedand dated certifyingthe visit of the site
and according to the model ioins in appendix

The Contracting authority will assign the Contract to the Tenderer whose offer has been recognized compilant for the essential to the File ofcall ofoffers and that arranges requisite technical and financial capacities to execute tlie Contract in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises.

Bidders will remain committed to their offers for 90 days from the deadiine set for the submission of tenders.
