Within the framework of the PNDP/commune of MOKOLO partnership, the Mayor of the Commune of MOKOLO launches an Open National Call for Tenders for the works of extension of the drinking water network in certain districts of the city of Mokolo in the Commune of Mokolo, Department of Mayo Tsanaga, Far North Region.

The works, subject of this Call for Tenders include all the trades planned and detailed within the framework of the estimate, in particular:
- Provide all the piping (PVC, cast iron) necessary for the transport of water according to the itinerary of the route;
- Provide accessories and fittings relating to the laying of pipes;
- Carry out earthworks relating to the laying of pipes, fittings and accessories. This work also includes the demolition of rocks in the trenches and on the depths in certain places;
- Carry out concrete work relating to the laying of pipes, fittings and accessories. It is :
- The manufacture and installation of abutments for the stabilization of the fittings;
- The making of manholes;
- The making of a 0.8m3 BA tank intended to serve as a load break;
- Lay the pipes (pipes and sheaths) supplied;
- Carry out the study, monitoring and control of the works;
- Carry out related activities (site installation, cleaning and disinfection of
Pipelines, commissioning of the network, transport of equipment, transmission of the patching plan).

The estimated cost of the operation at the end of the preliminary studies is defined as follows:

NB: Interested companies can tender for the three lots at the same time. In this case, a separate technical file must be presented for each of the batches requested, under penalty of rejection. However, a company justifying satisfactory technical and financial capacities can be awarded a maximum of two (02) lots.

Participation in this call for tenders is open to Public Works and General Hydraulic Companies established in Cameroon, subject to the tax system and having the required technical and financial capacities.

The works covered by this Call for Tenders are financed by the Budget of the National Participatory Development Program (PNDP III IDA 18) AWPB 2021 (A2011C1) for the 2021 FINANCIAL YEAR.

The Tender File can be consulted during working hours at the Town Hall of MOKOLO at the General Secretariat of the Municipality of Mokolo, located in the administrative district, BP: 71 Mokolo, Tel: 698 83 30 20, or at the Regional Cell of Coordination of the PNDP for the Far North at the Secretariat of the PNDP-EN on the first floor located in the Palar district Tel 6980498909 upon publication of this Notice of Invitation to Tender.

The file can be obtained from the Municipality of MOKOLO as soon as this notice is published during working hours from Monday to Friday from 9 a.m. to 3:30 p.m., upon presentation of a receipt for payment of a non-refundable amount of one hundred thousand (100,000 ) CFA francs, payable to the Municipal Revenue of MOKOLO.

For each component: Administrative File", "Technical Offer" and "Financial Offer" accompanied by a "scanned" version of the original copy in a USB key and must reach us in separate and duly sealed envelopes, as follows:

Electronic submission of Bids will not be permitted. Any Bid received after the deadline for submission of Bids will be discarded.

The maximum period provided by the Project Owner for the completion of the works covered by this call for tenders is one hundred and twenty (120) calendar days for each lot.

Each bidder must attach to his administrative documents, a bid bond established by a first-rate bank approved by the Ministry in charge of finance and the list of which appears in document 11 of the DAO, valid for thirty (30) days beyond the validity date of the offers. Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified as true by the issuing service or an administrative authority (Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Rules for the Appeal of 'Offers.
They must date from less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Notice of Invitation to Tender.
Any incomplete offer in accordance with the requirements of the Call for Tenders File will be declared inadmissible. In particular, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

These are the eliminatory criteria and the technical evaluation criteria for bidders.
• Elimination criteria
Failure to comply with these criteria will result in the rejection of the tenderer's offer.
These include:
- Absence or non-compliance of the bid bond established according to the attached model;
- False statement or falsified document;
- Non-compliance with at least 70% of the evaluation criteria;
- Absence of a quantified unit price;
• Essential criteria
The criteria relating to the qualification of candidates will relate, for information only, to:
 The general presentation of the offer;
 Company references;
 The signed work execution schedule;
 The signed supply schedule;
 The company's personnel resources;
 Means in materials and equipment;
 CCTP.

The Contracting Authority will award the contract to the tenderer whose tender has been found to be substantially compliant and evaluated as the lowest priced, including, where applicable, the proposed discounts.

- A company justifying satisfactory technical and financial capacities can be awarded two (02) lots at most.
- Before awarding the contract, the selection files will be submitted to the PNDP for Notice of No Objection and arbitration.
- In the event of submission in more than one lot, the tenderer will specify an order of preference for his intervention.
