Within the frame work of the exécution of the Public Contract for the 2022 budgetary year, the Mayor of Meiganga Council, the Contracting Authority, hereby launches, in emergency procédure an Open National Invitation to tender for the construction of a mini-drinking water addiction in the town of KOMBO LAKA, Meiganga Council, Mbere Division, Adamawa Région.

Participation in this invitation to tender shali be open on equal conditions to qualified contractors based in Cameroon, who have the financial and technical means to carry out the above-described project.

The tender documents may be obtalned at the Meiganga council, Contract oeil, téléphone as soon as this notice is published upon présentation of the receipt of payment into the Meiganga Council Treasury of a non-refundable fee of thirty thousand (30 000) F CFA. The said receipt must identify the payer as representing a contracter.

Drafted in english or french and incentuplicate, including one original and six (06) copies labelled as such, tenders shall be submitted in a seal envelope and against a receipt at the Meiganga Council Secretary, telephone 693 86 33 33 not later than the 02 Mars 2022 at 14 o'clock. They shall bear the following :

"OPEN NATIONAL INVITATION TO TENDER N° 02/ONIT/M-C/ITB-M/2022 FOR THE CONSTUCTION OF A MINI-DRINKING WATER ADDICTION IN THE TOWN OF KOMBO LAKA MEIGANGA COUNCIL, MBERE DIVISION, ADAMAOUA REGION. IN EMERGENCY PROCEDURE TO BE OPENED ONLY DURING THE TENDERS BOARD REVIEW SESSION».

The overall exécution timeframe provided by the Project Owner shall be three (03) months from the date of notification of the Notice to Proceed

administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the iist of the tender file of an amount of Four hundred thousand (400 000) CFA F and valid for ninety ( 90) days beyond the validity of the offers.

Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authonties (Senior Divisional Officers, Divisional Officers. ..) of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Spécial Conditions of the invitation to tender. They must obligatorily not be olderthan three (3) months or must not be produced after the signing of the tender file.

Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible, specially the absence of a bid bond issued by A first rate bank approved by the Ministry in charge of Finance or the non-respect of the models
of the tender file documents shall lead to a pure and simple rejection of the offer without any appeal being entertained.

Tenders shall be opened in single phase, The opening ofthe administrative documents and the technical offers on the 02 Mars 2022 at 15 o'clock local time by the Mbere Divisional Tenders Board in the conférence hall ofthe Mbere Divisional Délégation Economy, Planification and Territory Aménagement.

All tenderers may attend the opening session or each have themselves represented by one duly mandated person of their choice.

MAIN ELIMINATORY CRITERIA
- Absence ofthe bid bond;
- Absence of and administrative document beyond 48 hours;
- incomplète technical and financial file;
- False statement or false evidence;
- Absence of quantified price unitary;
- Technical score assessed at less than 30 yes /40
Under penalty of rejection, the tender deposit and the tenderer's bank domiciliation certificats must be produced in originals. Other documents in originals or certified true copy.

MAIN QUALIFICATION CRITERIA
The criteria relating to the qualification of candidates will relate, as an indication to"
- Financial mobilization capacity;
- The company's references in the field of rural hydraulics.
- Avaitability of appropriate material and equipment;
- The methodology and organization of work;
- The experience of the company's managerial and executive staff;
- The présentation of the offer in accordance with the requirements of the spécial tender régulations.

The contract shall be awarded to the tenderer with the lowest bid and meeting the required technical and administrative capacities.

Bidders will remain committed to their offers for 90 days from the deadline of the submission of tenders.
