The contractor's files will be consulted during v/orking hours at the secretary of sg of the Bafoussam II council In opening hours.

The public file may be obtained from the Moyor's private secrétariat tél: 233 44 53 14, follov/ing publication of this invitation to contracter upon submission of a council treasury receipt attesting to the payment of a nonrefundable sum of 20 000 (twenty thousand FCF).

Each bidder drafted in English or in French in Seven (7) copies inciuding one (1) original and six (6) copies shall be submitted to the secretary of SG, upon publication of this invitation to the contracter not later than 07-03-2022 ot 10 a.m. local time deposited ogainst a receipt and shall be labelled:

The exécution deadline is set by the Contracting Authority with a maximum of three (03) months.

Eoch bidder shall rnclude in his/her Administrative File, a provisionol guarontee issued by a well-estoblished bank, approved by the Ministry in charge of finance with a validîty period of 30 (thirty) days beyond the original date of validity of bîdders omoonting to FCFA 200.000 (two hundred thousand fr).

Under pain of rejection, the administrative documents required, must be produced in origmals or true copies certified by the issuing service or an administrative authority (Senior Divisîonal Officer, Divisional Officer...) in accordance with the Spécial Conditions of the public invitation offer.
They must not be older thon three months precedîng the original date of submission of bids (3) months or must not have been estoblished ofter the signing of the public notice.

Bids shall be opened in one phase. The administrative, technical and financîal bids shall be opened on 07-03-2022 from 10 am. local time by the Council's Internai Board in the presence of the bidders or their duly authorized représentatives hoving fui! knowledge of the file.

1- ELIMINATORY CRITERIA:
a) Administrative file: Absence of the Bid Bond or incomplète administrative document and noncompleted in 48 hours.
B) False stotements or falsified documents ;
c) Financiol capacity bellow 1/3 of the estimoted cost;
d) Technical note below 70%;
e} Omission of quantified unit price in the financiol offer
f) Absence in the Technical File of and attestation signed by the Bidder showing that he or she has not abandoned a project within the last three years, and that he or she has not been excluded from Public Contracts.
2- Qualification Criteria
The évaluation of technical bids will be made followlng the binary (yes / no) System based on the essential qualificotion criteria below;
a) Turn over;
b) Access to a crédit line or other financial resources
c) References of the company;
c) Construction equipment to be mobilized;
d) Senior staff of the company;
e) Technical proposal;
f) Présentation of the bid;
h) Methodology of exécution of the works.
Only bidders having obtalned al leost 70% of yes without any eliminatory criteria shall be admitted to the financîal analysis.

The contracting authority shall award the controct to the lowest bidder in compliance with the contract file.

Bidders shall be bound by their bids for o period of ninety (90) days with effect from the date of opening of blds.
