Works, which form the subject of this invitation to tender, shall be financed by PIB, 2017 flnancial year.

10.Delai de Livraison New(Additif)

The provislonal deliverydeadline per lot provided for bythe Contracting Authority shall betwo (02) months, including
the possible constraints related to the site situation such as accessibility and climate conditions, from the date of
notification of service order to start works.
It is due to the bidder to propose in hisoffer a carrylng out calendar that goes inthe deadline indicated above.

11.Cautionnement Provisoire New(Additif)

The offers should be accompanied by a bid bond issued by a first rate-bank approved bythe Ministry In charge of
finance of an amount of 2% of the predicted amount per lot, that isone hundred and forty thousand (140 000) CFA
francs, valid for sixty (60) days from the day of opening of bids.

12.Recevabilité des Offres New(Additif)

Each bidder must inciude in his administrative documents, a bid bond, issued by a first rate-bank approved by the
Minlstry in charge of finance, of an amount of one hundred and fortythousand (140 000) CFA francs per lot, valid for
sixty (60) days from the day of openlng of bids.
Under pain of belng rejected, only originals or true copies certified by the issuing service or administrative authorities
(senior DIvisional Officers, Divisional officers...) ofthe administrative documents required, includingthe bid bond, must
imperatively be produced in accordance with the Spécial Conditions of the invitation totender. They must obligatory
not be older than three months or must not be produced after the signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible.
Especially, the absence ofa bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the
non-respect ofthe models ofthe tender file documents shall lead to a pure and simple rejection ofthe offer without
any appeal being entertained.

13.Ouverture des Plis New(Additif)

The bids shall be opened in one (01) phase.
The opening of the administrative documents, the technical and financial offers shall take place on the 03/03/2017at
2.00pm local time by the LOGONE and CHARI Divisional Tenders Board located at the LOGONE and CHARI Divisional
Délégation of Public Contracts Head Office.
Only bidders may attend or be duly represented by a person of theirchoice.

14.Critères d'évaluation New(Additif)

A- Main eliminatory criteria
1- Administrative offer
1) Absenceof an administrativedocument;
2) Counterfeit document;
3) Non conformity ofa document afterthe 48hours regular extension.
2- Technical offer
1) Incomplète offer;
2) False déclaration or counterfeit document;
3) Having notgather at least80% of"Yes" in qualification criteria.
3' Financial Order
1) Nonconformity of the submission
2) Absence, in the unit price mémo, ofthe price ofa quantified task.
N.B: The certified copies ofthe previousiy legalized documents will besystematically rejected.
B- Main qualification criteria
The criteria relations to the qualification of candidate are indicated asfollowed:
1) Access to a crédit orother financial resources Yes/No;
2) Supplier's référencés Yes/No;
3) Expérience ofsupervisory staff Yes/No;
4) Availabillty of material and essentiel equipment Yes/No;
5) Technical proposai (including meîhodology and expenditure schedule) Yes/No.
Only bidders that technical offers have received at least 80% of"Yes" will have their financial offers analyzed.

15.Attribution New(Additif)

The contract will be attributed to the bidder whose:
1- Administrative offer will be declared conform;
2- Technical offer will be declared conform and havegathered at least 80% of "Yes" in qualification criteria;
3- Financialoffer, after ail corrections in conformity with the Particular Régulation of the invitation to tender,
will be declared conform in relation to the Technical clauses of the invitation to tender, and classified the
fewer proposition.

16.Durée Validité des Offres New(Additif)

Bidders will remain committed totheir offers for sixty (60) days from the date set forthe delivery of offers.
