Within_the framework of the Public Investment Budget 2017, the Regional Delegate of Public Contracts for the South West Region, Contracting Authority, hereby launches an Open National Invitation to:Yenderon behaif of the Minister of Public Works Project Owner, FOR THE REHABILITATION OF SOME RURAL ROADS IN THE SOUTH WEST REGION (2017 FINANCIAL YEAR) LOT 1-SW/17, LOT 2-SW/17 And LOT 3-SW/17divided in three (03) lots as follows:

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

Works of this invitation to tender shall be financed by Public Investment Budget of the 2017 financial year.

Interested eligibte bidders may obtain further information during working hours as from the date of  publishing  of this tender notice, at the Service of infrastructure contracts of the eegional Delegation of Public Contracts for the South West Region - Buea, Tel: 233 32 32 39 / 233 32 32 45.

Eabh bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Regional Delegation of Çontrat for.the South West West - Buea, room 3, against e receipt not later than 28/02/2017 at 9 a.m, local time in three (03) distinct enevelops which shall be labelled as folows:

"To be opened only during the bid opening session

The maximum period provieled for the execution of the works by the Authorising Officer is fixed at:Five (05) months foreach lot.

Each bidder must include in his/her administrative documënts a bid bond issued by a first rate bank approved by the Ministry in charge of finance. and recognized by COBAC (Commissiori'Bancaire'pour l'AfriqueCentrale) featuring on the Mit in Document 12 of the tender file of an amount of:    

with a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, .Within the last three months, otherwise they shall not be accepted.

Any bid no in compound with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model. Documents of the tender file shall lead outright rejection of the bid without any possibility of appeal.

The bids shah! be opened in a single (01) phase on the 28/02/2017 at 10 a.m.local time by the South West Regional Tenders' Board at the Regional Delegation of Public Contracts Conference Hall, at the MINEPAT Building in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Any bid not meeting with the requirements of the Tender 'File will be declared inadmissible. The eliminatory criteria are identified as follows:

• Forged documents in the Tender Files;
• Lack of bid bond or faise bid bond;
• Absence of any administrative document
• Absence of attestation of site visit signed bythe competent Divisional Deleqate of  Public Works.
• Technical score less than 70%;
• Absence of quantified unit price.

MAIN QUALIFICATION CRITERIA:

The criteria relatina to the qualification of candidates could indicatively be the fohlowing:

The non-respect of 70% creteria shall cause th elimination of the bid

The contract shall be awarded to the bidder with yhe last financial offer having the technical and administrative files which are in conformity with the tender document/file.

NB: Only one lot can be attributed to a bidder.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids
