Within the framework of 2022 Public Investment Budget, The Mayor of BABESSI Council, Delegated Contracting Authority hereby launches an Open National Invitation to tender For the Rehabilitation and Extension of the Mbakwa Water Supply Scheme in Baba - I of Babessi Council Area, Ngoketunjia Division of the North West Region.
Work to be done consists of
v Rehabilitation works
ü Rehabilitation of a spring catchment;
ü Rehabilitation of five (05) control valve chambers;
ü Rehabilitation of three (03) low/high points;
ü Rehabilitation of a storage tank;
ü Rehabilitation of twelve (12) control valves and head-tap of the stand-taps;
ü Supply and laying of PVC pipes all NP10 along the network in a distance of 2080meters;
ü Pipeline excavation and refilling of 2,080m of pipeline;
ü Supply and laying of GI Ø63mm (2") for stream crossing around the first big compound from the storage tank;
ü Supply and laying of GIØ50mm (1 3/4");
v Construction works
ü Construction of thirty-four (34) Water Pipeline indicators along the pipeline at 100m each;
ü Construction of three (03) standpipes equipped with soak-away pit.
ü Construction of a new connection chamber (80x80x100cm).
ü Fencing of catchment with 3 lines barbed wire 25mx25m on 60x60 angle bars embedded in
mass-concrete;
ü Catchment protection with water friendly trees;
ü Fencing of the storage tank with wire mesh 10m x 10m on 60 x 60 angle bars embedded in mass concrete.
ü Pipeline excavation and refilling of 1,272m of pipeline;
ü Supply and installation of PVC pipes diameter 32mm for extension work
ü Supply and laying of GIØ63mm (2") for stream crossing for the extension line toward Babessi;
ü Supply of a complete tool box.
The estimated cost after preliminary studies is 28,700,000FCFA (twenty -eight million seven hundred thousand CFA francs)

Participation in this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.

The maximum deadline provided for by the Contracting Authority shall be three (03) months from the date of the notification of the service order for work to start.
Each bidder must include in his administrative document, a bid bond issued by a first rate-bank banking establishment approved by the Ministry in charge of Finance in conformity with COBAC conditions, whose list is found in document No. 12 of the tender file of an amount of FCFA 574,000(five hundred and seventy-four thousand CFA francs) per lot, and valid for thirty (30) days beyond the date of validity of bids.
Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
A.Elimination criteria
- Deadline for delivery higher than prescribed;
- False declaration or falsified documents;
- Absence or insufficient bid bond;
- Incomplete financial file,
- Omission of a unit price in the financial bid;
- Score less than 20/25 (80%).
- B.Essential criteria
1- General presentation of the tender files;
2- References of the company in similar achievements;
3- Quality of the personnel per lot requested;
4- Technical organization of the works;
5-Logistics;
6- Financial capacity;
7- Certificate and report of site visit
8- Special Technical Clauses initialed in all the pages;
9- Special Administrative Clauses completed and initialed in all the pages;
This evaluation will be done in a binary way ( yes) or (no ) with an acceptable minimum of 20/25 (80%) of the essential criteria taken into account.
The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 20/25 (80%) of the essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
