Work to be done consists of

- The site selection after preliminary studies,

- The drilling process,

- The borehole design,

- The development,

- The yield test,

- The purchase and installation of the manual pump,

- The masonry works and installation of the drainage system,

- The physico-chemical analysis of the water,

- The disinfection of the whole borehole,

- The putting in place of a Water Management Committee,

The File may be obtained from the Bamenda II Council Office upon presentation of a Receipt of a Non Refundable amount of 20000FCFA issued by Bamenda II Council Treasury being the purchase cost of the Tender File;

Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Technical Service of the Bamenda II Council Office not later than 27/02/2017 at 10:00 AM local time and should carry the inscription:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is 90 Days.

The Bids shall be opened in single phase. The opening of the Administrative Documents, Technical and Financial Offers will take place on the 27/02/2017 in the Conference Hall of the Bamenda II Council Office at 11:00 AM by the Bamenda II Council Internal Tenders Board. Only Bidders or the duly mandated persons of their choice who have knowledge of the Bids may attend.

The bids shall be evaluated according to the main criteria as follows:

A. Eliminatory criteria

1-Absence of on element in the administrative file;

2-False déclaration or falsified documents;

3-A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;

4-Failure to comply with the Bid-Model

5-lncomplete financial file

6-Non respect of 36/42 (85%) of essential criteria

7-Absence of quantified unit price

8-Non completion of any project in the previous years in the Country and not exempted by MINMAP Circular

9-Financial situation below a third of the estimated cost

B. Essential criteria

1-Général presentation of the Tender Files;

2-Financial capacity;

3-References of the company in similar achievements;

4-Quality of the personnel;

5-Technical organization of the works;

6-Safety measures on the site;

7-Logistics;

8-Attestation of site visit signed by the Contractor;

9- Report of site visit signed by the Contractor

10-Special Technical Clauses initialed in ail the pages;

11 -Special Administrative Clauses completed and initialed in ail the pages.

This evaluation will be done in a binary way yes or no with on acceptable minimum of 36/42 (85%) of the essential criteria taken in account. The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender  documents and having satisfied to 100% of the eliminatory criteria and at least 36/42 (85%) of the essential criteria.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders
