Within the framework of 2022 Public Investment Budget, The Mayor of Babessi Council, Delegated Contracting Authority hereby launches an Open National Invitation to tender for the construction of some boreholes equipped with manual pumps in some localities of the municipality of Babessi Council of Muchacha, and Sadji in Ngoketunjia Division of the North West Region.

Work to be done consists of the following activities:

• Site installation;
• Drilling works;
• Design, cleaning, development and pumping test;
• Structure and manual pump installation;
• Training on maintenance and operation.
• Technical report of completed project

The estimated cost after preliminary studies is as follows:

The works are in two lots and a bidder may be awarded all the two lots.

Participation in this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.

Works which form the subject of this invitation to tender will be financed by the 2022 Public Investment Budget of the Ministry of Agriculture and Rural Development. With Budget Head No.: ……………

Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Babessi Council, Contract Award Service not later than 12/03/2022 at 11:00 am local time and should carry the inscription:

“ TO BE OPENED ONLY DURING THE BID-OPENING SESSION ”

The maximum deadline provided for by the Contracting Authority shall be ninety (90) days from the date of the notification of the service order for work to start.

Each bidder must include in his administrative document, a bid bond issued by a first rate-bank banking establishment approved by the Ministry in charge of Finance in conformity with COBAC conditions, whose list is found in document No. 12 of the tender file of an amount of FCFA 160,000 (one hundred and sixty thousand CFA francs ) per lot , and valid for thirty (30) days beyond the date of validity of bids. 

Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

 Any bid not in compliance with the prescriptions of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

Evaluation criteria

            The bids shall be evaluated according to the main criteria as follows:

A.Elimination      criteria

1. False declaration or falsified documents;
2. Absence or insufficient bid bond;
3. Incomplete financial file,
4. Omission of a unit price in the financial bid;
5. Score less than 20/25 (80%).

B.Essential      criteria

1- General presentation of the tender files;

2- References of the company in similar achievements;

3- Quality of the personnel per lot requested;                                                                                 

4- Technical organization of the works;

5-Logistics;

6- Financial capacity;

7- Certificate and report of site visit

8- Special Technical Clauses initialed in all the pages;

9- Special Administrative Clauses completed and initialed in all the pages ;

This evaluation will be done in a binary way ( yes) or (no ) with an acceptable minimum of 20/25 (80%) of the essential criteria taken into account.

The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 20/25 (80%) of the essential criteria.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
