The state of Cameroon represented by the Mayor of Santa Council, the Contracting Authority, hereby launches an Open National Invitation to Tender for the construction of a block of two (02) classrooms and a Head Teachers Office at GS Kongnituid (Menka) in Santa Sub-Division

The Works include the following;

- Setting up of the work site;

- Main works;

- Secondary works

The estimated cost after preliminary studies is: 18.000.000FCFA

The work is in one (01) lot

Participation in this invitation is opened to register qualified Contractors of the Republic of Cameroon with financial ability, technical and professional expertise in public works and construction.

The works, subject of this invitation to tender, is financed by the Public Investment Budget of MINEDUB 2017.

The Tender File may be consulted at the Secretariat of The Mayor of Santa Council during working hours from 8:30am to 3:00pm

The tender file may be acquired from the Mayor of Santa presentation of a non-refundable treasury receipt of fifty thousand (50 000) FCFA obtained from the Santa Council treasury bearing the name of the company.

Each offer or bid drafted in English or French in seven (07) copies including the one (01) original and six (06) copies marked as such in accordance with the prescriptions at the tender file should be submitted against a treasury receipt at the Mayor of Santa Council’s secretariat on the 27/02/2017 at 12PM (noon) and should carry the inscription:

OPEN NATIONAL INVITATION TO TENDER N°001/ONIT/SC/SCITB/2017 of 16/01/2017 FOR THE CONSTRUCTION OF A BLOCK OF 02 CLASSROOMS AND A HEAD TEACHERS OFFICE AT GS KONGNITUID (MENKA) IN SANTA SUB-DIVISION

The maximum execution deadline shall be three (03) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the service order to start work.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N°. 12 of the Tender File, of an amount of three hundred and sixty thousand FCFA (360.000 FCFA) and valid for thirty (30) days beyond the date of validity of bids

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate approved by the Minister in charge of Finance.

The opening of bids in one phase shall be done on 27/02/17 at 1 PM in the Conference Hall of Santa Council by the competent Tender Board.

Only bidders may attend or be duly represented by a person of their choice who has full Knowledge of the file.

The opening of administrative documents and the technical and financial bids (technical and financial if the opening is single-phased, technical only if the opening is double-phased)

The evaluation of the bids shall be done in three (03) steps:

> 1^st step; Verification of the conformity of the administrative file,

> 2^nd step; Evaluation of the technical file;

> 3^rd step: Analysis of the financial file.

i. Eliminatory criteria

Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.

They refer especially to:

♦ Absence of bid bond

♦ False declaration or forged document

♦ Non-compliance with major technical specifications (to be listed)

♦ Non-respect of X essential criteria(X being greater than or equal to )

♦ Absence of quantified unit price)

♦ Non-compliance with the model bid.

ii. Essential criteria

1- General presentation of the Tender Files;

2- Financial capacity;

3- References of the company in similar achievements;

4- Quality of the personnel;

5- Technical organization of the works;

6- Safety measures on the site;

7- Logistics;

8- Attestation and report of site visit;

9- Special Technical Clauses initialed in ail the pages;

10- Special Administrative Clauses completed and initialed in ail the pages.

The Jobbing Order shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, confer article 33 of the Public Contracts Code. However inconsistent and unrealistic financial offers shall not be accepted.

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids

Complementary technical information may be obtained every day during working hours from the Technical Services of Santa Council Located at Santa in the premises of the Council adjacent to the Grand stand.
