The Regional Delegate of Public Contracts for the Center Region, Contracting Authority, hereby launches on behalf of the Director General of the Agency for the Promotion of Small and Medium Sized Enterprises, an Open National Invitation to Tender for the supply of two (02) Administrative vehicles.

Participation in this consultation is open to all enterprises or businesses under Cameroonian law established in Cameroon and justifying proven experience in supply of vehicles.

The equipment, subject of this tender is funded by the Public Investment Budget (PIB) of the Agency for the Promotion of Small and Medium Sized Enterprises 2017 financial year: Budgetary line: 222000for an estimated amount of seventy-three  million (73 000 000)          F CFA.

The maximum deadline provided for by the Project Owner for the delivery of the equipment is set at thirty (30) days from the date of signing the notification order to commence delivery.

Administration responsible for concluding the contract:

 After examination of the offers of the bidders and the winner by the Contracting Authority, the contract shall be concluded between the winner and the contracting Authority who is the Regional Delegate of Public Contracts for the Center

Each bidder must include in his administrative documents, a provisional guarantee of one million four  hundred thousand (1 400 000) F CFA issued by a first class bank approved by the Ministry in charge of Finance, which amount is indicated in the table below and valid for thirty (30) days beyond the deadline of bid validity.

Less they are rejected, only the originals of the administrative documents or copies thereof certified by either the issuing service or an administrative authority shall be accepted, in keeping with the requirements of the special tender regulation. They must not be older than three (03) months and valid on the day of the tender disclosure.

Any bid not meeting the requirements of this notice and the tender file shall be declared inadmissible. Including the absence of the bid bond issued by a first class bank approved by the Ministry of Finance or the non-respect of models of parts of the bidding documents, will result in rejection of the offer.

Opening of the administrative and financial bids will be done once on the 27 February 2017 at 1.00 pm prompt by the Center Regional Tenders Board at the meeting Hall of the Center Regional Delegation of Public Contracts 2^nd floor at Omnisport in the presence of the bidders.

Only bidders or their duly designated and well informed representative (even in case of group) shall attend the opening session.

 Eliminatory criteria

They include the following:

    Incomplete or non-compliant administrative file subject to Article 1.1 of Circular N°002/CAB/PM of 31^st January 2011 relating to the improvement of the performance of the Public Contracts System

    False declaration or forged document. (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document where there is a doubt).  

    Absence of a prospectus and colored photocopy pictures;

    Compliance with technical specifications;

    Absence of a quantified unit price from the price schedule;

    Non satisfaction of at least 90% of the essential criteria;

 essential criteria:

The criteria for the qualification of candidates evaluated in a binary manner (satisfied or not) will address:

-          References of the company in the domain of similar contract;

-          After sales service ;

-          Delay of guaranty;

-          Delivery time;

-          Availability of spare parts.

The Contracting Authority will award the contract to the bidder offering the lowest bid and completing the technical and administrative capacity.

Tenderers are bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.
