The criteria, explained in the specific rules of the Tender File and relating to the qualifications of the bidders will focus on the following:
1)      Financial capacity ................................................ Yes / No

3)      Execution methodology of each work package ........ Yes/No
4)      Material supply planning and works execution scheduling…………….  Yes/No
5)      The experience of management staff ......................  Yes/No 
6)      Essential material and equipment ......................... .  Yes/No 
7)      Understanding of the project ............................... .  Yes/No
Only the financial offers of the bidders whose technical offer has reached a "yes" percentage greater than or equal to 70% (that is  at least 5 "yes" out of 7) will be evaluated.
