The General Manager of the Cameroon Postal Services (CAMPOST) hereby launches the open national invitation as an emergency procedure for the provision of guarding services for CAMPOST infrastructure, divided into four (04) lots and distributed as follows:
Lot n°1: CENTRE, SOUTH and EAST Regions;
Lot n°2: LITTORAL and SOUTHWEST Regions;
Lot n°3: WEST and NORTHWEST Regions;
Lot n°4: FAR NORTH Region.
The services referred to in this tender shall consist of guardian day and night the CAMEROON POSTAL SERVICES (CAMPOST) infrastructure in the CENTRE, SOUTH, EAST, LITTORAL, SOUTHWEST, WEST, NORTHWEST and FAR NORTH regions from 6:00 a.m. to 6:00 p.m. within the day and from 6:00 p.m. to 6:00 a.m. for night service.

FOR THE PROVISION OF GUARDING SERVICES FOR THE CAMEROON POSTAL SERVICES (CAMPOST) INFRASTRUCTURE (LOT N°…………………………)
“TO BE OPENED ONLY DURING THE TENDER OPENING SESSION”
The maximum execution deadline as provided for by the Contracting Authority is twelve (12) months (From: 1st APRIL 2017 to 31st MARCH 2018).
Under pain of being rejected, each bidder must attach to its administrative documents, a bid bond of One million one hundred and fourty thousand (1,140,000) CFA francs for lot No 1, Five hundred and Seventy-one thousand (571,000) CFA Francs for lot No 2, One hundred and two thousand (102,000) CFA francs for lot No 3, One hundred and twenty-four thousand (124 000) CFA francs and valid for thirty (30) days extending beyond the original date of tender validity.
Under pain of being rejected, the other required administrative documents must absolutely be produced in originals and copies certified true by the issuing service or an administrative authority (Divisional Officer, Sub-divisional Officer......), as per the stipulations of the Special Tender Regulations of the Invitation to Tender.
They must be dated less than three (03) months preceding the date of submission of bids or have been established after the signing of the invitation to tender.
The bids not meeting the prescriptions of this notice and the Tender File will be declared inadmissible. More specifically, the absence of the bid bond issued by a first-rate bank agreed by the Ministry in charge of finance or non-respect of the model documents of the Tender File will lead to the rejection of the bid.
The opening of bids shall take place in two sessions. The administrative and technical bids will be opened in the first place, followed by the financial bids of the tenderers meeting the minimum technical score required.
The opening of administrative documents and technical bids will take place on the 15TH MARCH 2017 at 3, 30 pm local time by the duly authorized CAMPOST Internal Public Tenders Board, located at the 4th floor of CAMPOST Head Office building, 20th May Boulevard, Door n°414.
Only bidders can attend this opening session or have themselves represented by a person of their choice duly mandated and having perfect knowledge of the file.
The opening of financial bids shall then take place after the technical evaluation. This shall concern only bidders with a complete and compliant administrative file as well as a technical score equal 75/100 points.

- Incomplete administrative file;
- False declaration, forged documents or substitution;
- Absence of the approval of the President of the Republic as regards guarding activity;
- Presence of financial information in administrative and technical bids;
- Incomplete financial bid;
- Incomplete technical bidr;
- Technical score less than 75 points on 100.

The contract will be awarded to the bidder with the technical offer deemed compliant and proposing the best financial bid.
Bidders shall be bound by their tenders for a period of ninety (90) days from the deadline for submission of tenders.
