The Mayor of Nkongsamba City Council, Contracting Authority, hereby launches on behalf of Nkongsamba City Council, in emergency procedure, an open national invitation to tender for the construction of the construction of Commercial Complex of Nkongsamba, Moungo Division, Littoral Region.

The services to be provided include:

• Preliminary activities ;
• Digging works
• Masonry and reinforced concrete works Frame,
• covering and ceiling works ;
• Recovering ;
• Watertightness and insulation works ;
• Plumbing works ;
• Electricity works.

Resources for Four hundred and fifty-two millions and six hundred and thirty six thousand and nine hundred and ninety six (452 636 996) CFA francs including tax.

Participation in this Invitation to tender k open on equal terms to all public works companies under Cameroonian law established in Cameroon and specialising in the execution of construction and public works.

The construction project of Commercial Complex of Nkongsamba is financed by FEICOM/ NKONGSAMBA CITY COUNCIL

The file may be consulted during working hours at the Secretariat of Nkongsamba City Council , as soon as this notice is published.

The tender file can be obtained as from the publication of the present invitation to tender at the Nkongsamba Council, upon presentation at (private secretariat of the Mayor), of a receipt attesting  the payment of a non-refundable sum of Two hundred thousand (200 000) FCFA, at the Nkongsamba City Council, Treasury.

Each offer drafted in English or French in six (06) copies including one (1) original and five (05) copies, marked as such should reach Nkongsamba City Council (private secretariat of the Mayor), on 30/03/2022  not later than at 1 pm o'clock local time and should carry the inscription :

Submission of bids

The documents constituting the offer are divided into three volumes below, contained in a closed and sealed envelope, including :

• Envelope A containing the administrative documents (Volume 1);
• Envelope B containing the technical offer (Volume 2);
• Envelope C containing the financial offer (Volume 3).

The bids thus submitted shall be placed in a simple, closed and sealed envelope bearing only the mention of the Invitation to Tender in question. The different parts of each offer will be numbered in the order of the DAO and separated by interleaves of the same colour.

The maximum period set by the Contracting Authority for the execution of the works is six (06) months. This includes rainy days and all weather hazards and shall run from the notification date for the start of works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of Eigth millions and five hundred thoursand (8 500 000) Francs CFA valid for thirty (90) days beyond.

Under threat of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordante with the Special Conditions of the invitation to tender.

The opening of the Offers which will be done in one time, will take place on 30/03/2022 at 2 p.m local time, by the Tenders Board attached to the Community Hall of Nkongsamba, in his Conference hall of Nkongsamba City Council sitting in the presence of the tenderers or their duly autorizied representative and having a perfect knowledge of the file.
Application deadline
Interested Tendering companies shall have a period of twenty-one (21) opening days from the date of tender publication.

The administrative offer :

• Absence of one document of administrative bid, after 48 hours after the opening of administrative bid ;
• Non conformity after 48 hours, after the opening of bid of one document of administrative bid False declaration in the Tender file of the Bidder no matter the file ; for this effect the contracting authority and ITB has the reserves and right to authentify all the documents which seems not to correct ;
• Absence of financial ability above one hundred and fifty millions (150 000 000) francs CFA : Non acceptante of contract such as (CCAP and CCTP not paraph, not signed and dated at the end) ;

Technical bid incomplete for the absence of :

• Site report signed ;
• Work supervisor who does not a requite qualification
• The use of fraudulent, scanned or non-conform documents (Exposes Under the dispositions of point 1.1 of the Circular N°002/CAB/PM of 31 January 2011 relative to the amelioration of performance of the system publics contracts) ;
• Absence of state on one's honour of non abandon work during the last three years ;
• Absence of a chapter related to the organisation, methodology and planning ;
• Failure to obtain at least 28 Yes/35 or at least 80% of the essential criteria.

The financial offer :

• Incomplete financial offer ;
• Omission of a quantified unit price from the price Iist ; - Absence of the sub-detailed price.

Essential Criterias :

1. Financial capacity (01 yes)
2. References of the Enterprise (02 yes) :
3. Availability of materials and Essential Equipment (09 yes) ;
4. Experience of supervisory personnel (11 yes) ;
5. Methodology and Planning of Execution (09 yes)
6. Presentation of the tender (03 yes).

Each file declared technically conform most satisfy all eliminatory criterias and have at least 28/35yes there for 80% of the essential criterias mention above. Evaluated in conformity with the table of

Evaluation the Technical file. 

The Mayor of Nkongsamba City Council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated Iowest Bidder (not anormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
