The Mayor of Nkongsamba city Council, Contracting Authority. hereby launches on behalf of the Nkongsamba City Council, in emergency procedure, an open national invitation to tender for to checking and supervision of the construction of the Community Hall of Nkongsamba, Mungo Division, Littoral Region.

The services to be provided include:

• Supervision and checkinq works ;
• Propose to the Chef Service of contrat Service Order necessary to the good execution of works ;
• Keep eye on the assurance quality and application of environment protection measures
• Keep eye on the setting up of plan de récolement ;
• Elaborate an actions plan for the checking and supervision and rend it to FEICOM for opinion and non‑objection after the approbation of the Ingineer 20 days before the beginning of works.

Resources for Twenty millions (20 000 000) CFA francs including tax.

Participation in this Invitation to tender is open on equal terms to aIl public works companies under Cameroonian law established in Cameroon and specialising in the execution of construction and public works.

The construction project of Community Hall of Nkongsamba is financed by FEICOM/NKONGSAMBA CITY COUNCIL 

The file may be consulted during working hours at the Secretariat of Nkongsamba City Mayor as soon as this notice is published.

The tender file can be obtained as from the publication of the present invitation to tender at the Nkongsamba City Council (private secretariat of the Mayor), upon presentation of the receipt attesting the payment of a non-refundable sum of Fifty thousand (50 000) FCFA, at the Nkongsamba Municipal City council Treasury.

Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should the municipal Council of Nkongsamba, on 30/03/2022 not later than at 1 pm o'clock local time and should carry the inscription :

TO BE OPENED ONLY DURING THE BID-OPENING SESSION

The bids thus submitted shall be placed in a simple, ciosed and sealed envelope bearing oniy the mention ofthe Invitation to Tender in question. The different parts of each offer will be numbered in the order of the DAO and separated by interleaves of the same colour. 

The maximum period set by the Contracting Authority for the execution of the works is seven (07) months. This inciudes rainy days and all weather hazards and shall run from the notification date for the start of works.

Each bidder must inciude in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of Four hundred thoursand (400 000) Francs CFA valid for thirty (30) days beyond.

Under threat of rejection, the administrative documents required, must be produced in originals or true copies certifıed by the issuing service or an administrative authority (Senior Divisional Offıcer, Divisional Offıcer...) in accordante with the Special Conditions of the invitation to tender.

The opening of the Offers which will be done in two times, will take place on 30/03/2022 at 2 p.m local time, by the Tenders Board attached to the Conference Hall of Nkongsamba City Council in the presence of the tenderers or their duly autorized representative and having a perfect knowledge of the file.

Tender evaluation criteria

The evaluation by the sub-commission will be done in three (07) phases :

• 1st phase : Vérification of conformity of administrative documents of each tenderer.
• 2nd phase : Vérification of technical offers of tenders which administrative documents are declared confortables.
• 3rd phase : Vérification of financial offers of tenders which technical offers are technically qualified and administrative documents are declared comfortables.

Essentiel criteria

Offers will be evalu,ılecl ^,ıccording to the following marks of essential criteria :

• Qualification of experts a ffected for the mission over 50 points
• Expérlencc of BIT over 30 points ;
• Technical and nıatérial means iver 20 points.

At the issue of the examination of administratives and technical offers, only the financial tenders of tenderswho had presented an administrative conformable offer and obtained a technical mark equal or over than 70 points over 100 will be analysed.

Les offres financières

A financial mark will be attributed to each tenderer, computed by the following formula : NFI= (MMD/MS) x 100

With NFI = financial mark. MMD = the smalless amount of financial offres. MS = estimated amount of the tenderer.

Final mark (NF) of each tenderer will be obtained by : NF= (Nt x 70 + NFi x 30)/100, with NF = Final mark ; Nt = technical mark 13 

The Mayor of Nkongsamba City Council, Contracting Authority, will award the Contract to the Bidder technically qualifıed and evaluated lowest Bidder (not anormally low) after verifıcation and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
