Each bidder must attach to its administrative documents a bid guarantee issued by a first-rate bank apprdved by the Ministry of Finance and listed in Exhibit 12 of the DAG, amounting to seven hundred thousand (70000) CFA francs and valid for ninety (90) days beyond the original date of validity of the bids.

Under penalty of rejection, the documents in the required administrative file must be produced in originals or certified copies by the Issulng service or an administrative authority (Prefect, Sub-prefect, etc.), in accordance with the provisions of the Supplementary Régulations for the Call for Offers .

They must be less than three (03) months before the original bid date or have been established after the date of the signing of the Notice of Call for Offers.

Any incomplète offer in accordance with the prescriptions of the Tender File will be declared inadmissible. In particular the absence of the bid bond issued by a first class bank approved by the Ministry of Finance.

No own possession or for rent of a pick-up or van type iink vehicle (supporting parts: certified copy of the grey card or clearance certificate);

« Absence of the site visit certificate signed on the honour by the bidder;

" Lack of work schedule;

■ Technical rating iess than 12 yes out of 16 yes.

1.3 Financial Offer « Incomplète financial offer;

■ Non-compliance withthebidmodel;

■ Non-compliance with the quantifies of the quantitative quotation tasks derived from the DAO;

" Lack of a quantified unit price.

The Delegated Contractlng Authority will award the contract to the bidder whose bid has been found to be essentially in line with the Call for Offers file. The latter will have to have the technical and financial capacity to execute the Market satisfactorily and the offer was assessed as the least telling, including the proposed discounts if necessary.

Bidders remain committed to their bid for 90 days from the deadline for submitting bids.
