six (06) copies 'abeled as such, in accordance with ihe invitation to tender should be submilied in a sealed envelop

OPEN NATIONAL INVlTATION TO TENDER N°008/AONO/PR/M/C-HIN/CIPM/2022 EMERGENCY PROCEDURE RELATIVE TO THE HINA COUNCILS ROADS THE REALIZATION OF PASTORAL POWERED DRILLING DRILLING AT PAL\/A IN HINA SUBDIVISION, MAYO-TSANAGA DIVISION, FAR- NORTH REGION.

The éxecution deadline sets by the Foreman is four (04) months. This period includes ihe Rainyseasons, wealher and
some Olher factors with effect from the day of works' notification; signlng's date of contract.

Each applicant will include In his administrative file a deposit( in compllance with the model attached) Issued by a first- ciass banking Institution approved by the Ministry in charge of Finance and whose the list features in Document twelve (12) of the tender file, and valid for thirty (30) days wilh effect from the tender- valldity deadline. The deposit's amount stands at flve hundred forty thousand (540.000) CFAF.

Lest they be rejected, should compuisory be submitied only the originals and coptes of Ihe olher required administrative documents (valid) certified by either the issulng service or an administrative authority In keeping with the requirements of the spécial tender régulation.
They must date less lhan Ihree (3) monlhs and valid on the day of the tender disclosure.

d) Failure to show proof as the main contracter of road maintenance or renovation's building siteover the lastthree
(3) years.
e) The fact for the superviser to don'i be enrolled into the National Orderof Civil Engineers (NOCE)
f) Absence in the technical proposai of a cqiumn indicating the organization, planning and understanding of the
Project.
g) Failure to score at least thirty nine (39) essential criterla over fifty-five (55)
13.1.3 Flnancial offer

13.2 ESSENTIAL CRITERIA
Asscssment of the technical proposai will be carried out on the basis of fifty-five (55) main criterla shared as
follows;
a) Présentation based on three (3) criteria
b) The company's training personnel based on fiftecn (15) criteria
c)Theavailabllity of the required equipment based on fifleen (15) criteria
d) Work planningbased on thirteen (13) criteria
g) The company's pre financiai references and abililies ba.sed on twelve (12) criteria.

The divisional Delegale for the Public Contraas of the mayo-tsanaga, Contracting Authority grants the contract to the applicant whose file, technically skilied, assessed appealing with the iowest bid deemed to be and substantialiy in accordance with the tender file.

Applicants will be bound by Iheir tenders for nlnety (90)days with effect from the tender-submlsslon deadilne.
