Within the framework of 2022 Public Investment Budget, the Mayor of Mbiame Council, Delegated Contracting Authority hereby launches an Open National Invitation to Tenderfor the construction of Kovjoh potable water supply system in Mbven Sub Division, Bui Division, North West Region |
Work to be done consists of Construction works ü Construction of one (01) spring catchment ü Construction of stone masonry storage tank 40m3with an internal control room ( with metal door and inn lock) and fencing of storage tank. ü Construction of stand (05) taps/fittings ü Construction of control valve (04) chambers ü Construction of high points (04) ü Construction of interruption chamber (01) ü Construction of a break point (01) ü Catchment demarcation and protection ü Pipe line indicator ü Excavation and backfilling of 5500m of pipeline of Ø63mm. Ø50mm, Ø40mm and Ø32mm ü Supply of a complete tool box and spare parts with a dicing machine inclusive with the necessary dices ranging from 3/4" to 3". ü Carry out a water test analysis. |
The estimated cost after preliminary studies is 35 941 950FCFA (Thirty-five million nine hundred and forty one thousand nine hundred and fifty francs CFA) |
The maximum deadline provided by the Delegated Contracting Authority for the execution of the works forming the subject of this Invitation to tender is four (04) months

Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach Mbiame council Service of Public Contracts not later than 12/04/2022 at 10:00 AM local time and should carry the inscription:

The maximum deadline provided by the Delegated Contracting Authority for the execution of the works forming the subject of this Invitation to tender is four (04) months
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, of an amount of 720,000CFA (Seven Hundred and Twenty Thousand francs CFA) and valid for thirty (30) days beyond the date of validity of bids |
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than four (04) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.
The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 12/04/2022at 11:00 AM local time, in theMbiame Council conference hall. Only bidders may attend or be represented by duly mandated persons of their choice. |

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 22/27 of the essential criteria taken In account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 22/27of the essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
